2502 CRIME REPORT (Forwarded by P.C. Marshall )  Read out by the Clerk.

“End of year crime figures were 62, 9 less than in the year 2003.Main complaints were problems with youths and speeding traffic. Since Autumn 2003 we have been running an additional double crewed car from 1400 to 0200. Blofield has given us fewer problems with youths than almost any other parish and checks are made on the trouble spots as much as possible.

Speed checks have been carries out a the 20mph zone, Woodbastwick Road and Blofield Corner Road. This has resulted in a few prosecutions. Overall the problem is not as bad as people think and the accident statistics for Blofield are very good.

I am still running my Monday night club at Heathlands Social Club which about 15 youths attend each week. Last week was the third anniversary of the opening of this club.

An offender was due in court recently for various offences including one burglary and one attempted burglary at two of the shops in the High Street, during September 2003.

During the Spring of last year several cars had their fuel lines cut and petrol taken. Three people were arrested after being caught in the act at Thorpe. The ringleader of these is now serving four years for some serious crimes. Although only the Thorpe crime was cleared up it is believed that these three were responsible for the eight Blofield crimes. I would like to think that 2003 was a good year and hope 2004 will be the same. P.C. Marshall”

 

2503 OPEN FORUM (Minute 2486)

Several parishioners attended the meeting in response to Planning Application No. 20040097 Garden Farm Garden Centre, 58, Yarmouth Road.

A well presented report was read out to all present and a copy is attached to the minutes held by the Clerk.

Mrs Rose (Chairman) explained that she could not answer in any depth as if she was called upon by Broadland District Council  to speak about the application it had to be clear that she had not compromised herself. The parishioners were assured that both she and Cllr D. Ward would do all they could to put this case to the planning Committee at Broadland District Council.

Further response read out by parishioner opposing the application, a few of the reasons given were, environmental, night blight and further disturbance to nearby residents by alarms etc, just to name a few. Mrs Rose responded by reading a list of what the original planning application was for and there was no quarrel with any of the items.

 

2504 MINUTES

The minutes of meetings held on 6th and 29th January were confirmed and signed by the Chairman as being correct reports. Proposed Mrs. Butler and seconded by Mr. Tetlow.

 

2505 MATTERS ARISING

 

RURAL HOUSING (Minute 2486)

Letter received by Mrs. Rose from Flagship, which was read out to the Council.

Summary was “did the Council approve of Flagship to buy land previously discussed and land-bank it for future use.” Council all agreed. Mrs. Rose to confirm as Clerk had not received the letter.

 

VILLAGE TRANSPORT SURVEY-Report from Mr. D. Ward (Minute 2488)

Cllr Ward attended the recent meeting held at Blofield to discuss bus services which  are being cut at will as Norfolk County Council states that each service has to pay its way. There are grants available to set up a door to door car service which if merged with other parishes could be a viable proposition. However the Parish Council has to supply funds on a regular basis and after 5 years the external funding is withdrawn. Also on the down side, disabled persons have to have their own carer as drivers are not allowed to assist. Therefore charges will be doubled for the disabled passengers. Councillors felt they needed more information, Clerk to enquire from various sources and bring to next meeting.

Mrs Rose also reported a future meeting to be held at Broadland District Council when members of the public will be able to put forward their views.

Litter bins (minute 2475)

Mrs rose stated that she had referred the matter regarding the bin outside shop and had been informed that the Broadland District Council should not have emptied it at all. Suggested placing plastic bag inside and when full, removing it to the commercial bin.

 

Court House – Disabled Access (Minute 2488)
Cllr Braithwaite reported that the Parish Council now had the required three quotations to go ahead with the works required to conform with disabled access.

His recommendation was N.F.Coverdale at approximately £16033.42 plus V.A.T.

Start early March –end of April. Unanimous decision to accept and go ahead.

 

 

Churchyard Maintenance ( Minute 2488)

Mrs (Chairman) contacted Broadland District Council Conservation Officer after their Budget had been decided.

Conservation Officer Mr. Paul White, will be sadly missed when he leaves and as yet no one is prepared to commit themselves on the decision regarding Grant for the wall.

No reply yet from Mrs. Hall and Mr. Darby has yet to be contacted.

 

Pharmacy (Minute 2488)

Cllrs Mrs Rose and Mr. Ward attended planning meeting together with Dr. Gaskin.

Planning application had to be refused because it was outside development area.

This application has gone to appeal and is being held at Little Plumstead Hospital.

Cllrs Mrs Rose ,Mr. Ward and Dr. Gaskin will attend together with other personal and parishioners were assured that they will do all that they can. Decision will not be made at this meeting but will be forwarded later.

 

Dog Bins (minute 2488) 

Permission has been given to erect these bins and they have been delivered to the Clerk. Order was placed early February for placement by February 28th, however to date these have not been collected.

 

Parish Website (Minute 2488)

Awaiting letter from Cllr Tetlow, stating that the Parish Council are the owners of the website “Blofield.net” to enable the account to be processed.

 

2506 Elections

Mrs Rose reported that there would not be any parish elections this year, but two District Councillors will be required to cover Blofield, Blofield Heath and Hemblington. Boundaries have been changed to include South Walsham & Upton.

2510 COUNCILLORS QUESTIONS AND FUTURE ITEMS FOR THE AGENDA.

 

Cllr Clabburn requested thinking about  commencing meetings at 7.00p.m.

Councillors also asked to consider four weekly interval meetings instead of six.

To discuss next meeting.

E-mail received regarding dog bins required in Doctor’s Road Council has nowhere to site these bins and the one by the school was removed at parent’s request.

Also e-mail regarding Street lights – Council decided against further night blight.

Letter received from Mr. R.B.Crisp reminding us that the 30mph speed limit on Lingwood Road has only eight weeks to run.

Standards Board for England – Letter informing declaration of membership of the Freemasons and registering and declaring paid up membership of political party associations,

Fordham & Johns – Offering services of access audit. Referring to the Disabled Act. We have arranged to have our work carried out

Letter to be forwarded to Vice chairman.
