2486 OPEN FORUM (Minute 2475)

Norfolk Rural Community Council  representative Melissa Adcock, and Helen Skoyles representing Flagship Housing attended the meeting to explain the system to the Council and to answer questions. Councillors were assured that any housing forthcoming would be for residents of Blofield. Helen explained Flagships involvement regarding purchasing of land and planning permissions and stated that the time factor from start to completion was approximately 2 years. The Chairman thanked them both for coming and answering all questions put before them.

In principle the Council were all agreed to press ahead. Decision was notified to Norfolk Rural Community Council and Melissa Adcock was invited to the meeting of 17th February to update them on progress.

 

Bus Services  Several members of the public showed their concern over the withdrawal of evening services, recommended to contact N.C.C. with their complaints and advised of the Village Transport Survey meeting  to be held at the Brundall Memorial Hall on January 15th at 7.30pm.

 

Traffic Control –Blofield one-way system.

Public member newly moved into the area requested explanation of this item on the Agenda, which had been placed there in response to letter received by the Chairman from the authorities. Suggestion was parking on one side of road only. This has been raised before and as there was no change of opinion the reply will be forwarded by the Chairman (who received this communication) and not the Clerk. Comment made by Councillors to request the figure 20 be placed on the red areas in The Street, which seems to be improving.

 

Litter bins

Shop owner stated that because of the two-weekly collection service, he had to bring his bin into his premises because some parishioners were placing their excess rubbish in it. It then meant that chewing gum was all over the front of the premises and being transported everywhere.

District Councillors Mrs S. Rose and Mr D. Ward stated that they would take the complaint direct to Mr. Andy Jarvis of Broadland District Council to obtain his comments.

 

The “white disabled parking” lines outside premises in The Street, were also mentioned. They seem to be confused with yellow “no parking” lines.

Chairman thanked all public members for coming, invited them to stay but informed them that they would not be able to participate in any other discussions.

 

2487 MINUTES

The minutes of meeting held on 25th November 2003, were confirmed and signed by the Chairman as being a correct report. Proposed Mrs. Butler and seconded  by Mr. Tetlow..

 

2488 MATTERS ARISING

 

Broadland District Council – Local Plan (Minute 2477)

Chairman attended meeting on December 15th 2003 on Council’s behalf and reported “results much as expected.”

 

Court House – Disabled Access (Minute 2477)

Mr. Braithwaite reported that the councillors meeting with P.V.S Company was not as expected and recommended that we return to Coverdale with request of holding his current price. Beighton Builders, who had not replied, being sent copy of our specification in the hope of securing our third  quotation. Decision to be made at next Council meeting as a start is desirable.

 

Churchyard Maintenance ( Minute 2477)

No reply received from Mrs. Hall and Mr. Darby has yet to be contacted about the root work. Chairman to contact Broadland District Council Conservation Officer after their Budget to confirm Grant available for Church wall maintenance

 

NCC – 707 Evening and Sunday service withdrawal (Minute 2470)

Reply considered unacceptable, copy letter taken to meeting at Brundall Memorial Hall on transportation.

 

Dog Bins (minute 2478) - no reply yet.

 

Overgrown hedging (Minute 2478) – Swann Cottages

This has now been attended to

Report received from Countryside Agency via Brundall Parish Council, who have invited all to attend a meeting at Brundall Memorial Hall on January 15th at 7.30p.m.

Diary dates  The meeting for August 3rd will be held at The Courthouse.

Barclays Bank plc required authorisation form to be signed by cheque signatories to enable the Clerk to call for balances of accounts. Form Signed.

Thanks given to Mr. Tetlow for attending to the School Seat.

Suggestions were put forward to inform Melissa Adcock of Norfolk Rural Community Council about the piece of land beside the Doctor’s Surgery allegedly owned by the Norfolk County Property Services. They will then enquire about suitability for housing.
