Minutes of meeting of Blofield Parish Council held on Tuesday 18th January 2005 at Heathlands. at 7.30p.m.

 

2605 PRESENT Mrs. S. Rose (Chairman) Mrs. G. Butler, Mr. J. Clabburn, Mrs. Perry, Mr. Murphy, Mr. Sowerby (V.C) , Mr. D. Ward, Mr. Braithewaite, Mrs. Dawson, Mr. Buffini, and Mrs D.R.Wyatt (Clerk) Also present were Mrs. Julia Corbett (Auditor) and members of the public

 

Chairman welcomed Councillors, Mrs. Corbett and members of the public explaining counc procedure to them.

2609 MINUTES of the parish council meetings held on 7th December 2004 were agreed t be a true record and were duly signed. Proposed by Mrs. G. Butler and seconded by Mr. [ Ward. Unanimous decision.

 

2610 MATTERS ARISING - Outstanding 2004 items.

Blofield Court House (Minute 2600) Mr. Braithewaite state that facilities were now in place for keybox with digital press button obtain key to lift for persons requiring its use. Disabled toilet doors now working correctly.

Prices were being obtained for works on the Car Park. First Aid box being checked and Accident Book located. '

 

Church Maintenance. (Minute 2600) Mr. Bond has agreed to carry out the killing of the weeds required before work commence~ on the Church Wall. When to be decided at the March meeting Mrs. Rose has received further names to contact regarding the work to the Church wall. W report at the next meeting.

 

-- Kings Head Car Park (Minute 2600) Negotiations are still in progress. .

 

Bus Shelters. (Minute 2600) Highways work now satisfactory. To be re-decorated.

Budget/Precept Sub- Committee Mrs. Rose, Mrs. Butler and the Clerk had met with Mrs. Corbett to discuss the Budget required during the 2005/2006 year and submitted to full Council the increased figure of £22082.00 which represented an increase of 22% on the previous precept of £18100.00.

After much discussion, which included amount that we are to retain under s.137, extensive wall repairs and Memorial Stone survey, this was accepted. Proposed Mr. Ward and seconded Mrs. Dawson. Unanimous decision.

Thanks were given to Mrs. Corbett for her assistance and advice.

 

Annual Return for year ended 31st March 2004.

This return having being duly audited by Internal Auditor Mrs. Corbett, was presented to Council and signed by Mrs. Rose. Clerk to forward to District Auditor.

 

Suspend Standing Orders P.C. Marshall arrives at 8.00pm. and Mrs. Rose invites him to clarify his report. The crime report for 2004 was two less than 2003, broken down as follows:7, burglaries, 4 non-dwelling burglaries, 9 thefts, 18 Criminal damages, 9 assaults and 12 others. In the past four years figures had dropped by 30%

 

The result of the speed check for The Street has been received. The trial was carried out from the 15th to the 22nd of December. This was not the best time as the School was closed for one week and as it was leading up to Christmas the traffic volume was not normal. It had been requested that the check took place outside the library as this area was further away from the shops and far enough into the Village from the flyover for drivers to have accelerated away from the traffic lights or having left the shops or having no excuse to be doing 30mph having come into the Village from the Bridge.

The figures show that about 3000 cars a day pass along The Street of which about 90% are ~- driving at 24mph or under. I feel the results would have been less favourable if placed outside the Library. This is my personal opinion based on observations during non-school run hours, mainly in the early evening/teatime rush hour.

Mr. Clabbum leaves meeting at 8.20pm Clerk requested to write to David Laws and thank him for work carried out and forward copy to Keith Simpson M.P and Inspector Offord.

.P.C.Marshall supported our request for a further speed check to be carried out in the Summer, between Doctors Rd and the School junction. This will give us a comparison report to go forward with.

Mr. Sowerby leaves meeting at 8.40pm.

P.C. Marshal! was asked to enquire about "flashing lights" and" speed cameras" and report back at the next meeting.

Mr. Braithewaite leaves meeting at 9.00pm.
