Minutes of the Annual Parish meeting of Blofield  held on Tuesday 24th May 2005 in Heathlands at 7.00p.m.

Chairman welcomed members of the public and explained council procedure to them.

2649 CHAIRMAN’S REPORT-2005

 

The Parish Council has met every six weeks during the year, with meetings alternating between Heathlands, Margaret Harker Hall and The Court House.

Traffic still remains a problem on most of the roads throughout the two Villages. The 20mph speed limit in The Street is not being adhered to and we are still petitioning for flashing 20mph speed limit signs. Parishioners carried out a survey on traffic concerns and 200 forms were returned. These are being used to back up our concerns to Highways Department. Traffic counters were installed were installed for one week, these were placed in an inappropriate location and during the school holidays. A further counter will be installed in a more appropriate location later on in the year, during school term, and hopefully, with the survey forms those results will ensure the signs are erected.

Work has been completed on The Court House to provide disability access to comply with the Disability Act which became law in October 2004.

Tenders have been obtained for the repair and maintenance of the Church wall and permission from the Diocesan Board is being sought to carry out the work. Mr. Bond has agreed to spray the wall to control the weeds before this takes place and Mr. Darby continues to maintain the Churchyard.

The Parish Council has considered 66 planning applications during the year and four meetings of the Planning Committee were convened as necessary.

Draft Architects drawing has been submitted by Flagship Housing Association to Broadland District Council for the proposed development of 12 affordable houses in Blofield and this has been favourably received. Flagship are now awaiting funding to carry out the work and the development will be ring fenced in perpetuity for the residents of Blofield and Blofield Heath. Mrs. Butler and myself met with a representative of the Highways department to discuss the placing of “no construction traffic” notices on Hall Road and Shack Lane with regard to the housing development at Little Plumstead Hospital. So far despite repeated calls, these have not materialised, which is becoming more important now there is the possibility of a further 600 houses.

At the March meeting the budget and precept were agreed for the present financial year.

Broadland District Council has resurfaced the area of the King’s Head Car Park, which they lease on our behalf from the Brewery. A 2hr waiting time has been added to the signboard. The Bus shelters have been redecorated and payments made for the cleaning of them.

The agreement with Brundall Parish Council for the burial ground has been renewed. Grants have been paid half yearly to the three Village Halls and a donation made to the Air Ambulance Service.

Mr. Tetlow has continued to manage the village website on our behalf. A watching brief is being kept on the activities and development at Garden Farm.

I would like to thank members for all the help and support given to me during the year and to Mr. Sowerby as Vice Chairman. On your behalf I would like to thank Mrs Wyatt for her help and support during the year, we found earlier in the year how difficult it was to function without her during her illness.

 

2650  CHARITY REPORTS.

Blofield in Need and Blofield Education Charities – These accounts had not been completed. A copy of these would be presented as soon as possible.

 

Blofield Fuel Charity– Still with Auditor- will supply later.

 

2651  VILLAGE HALL REPORTS.

Heathlands – Report was presented to the Council and a copy is attached to the minutes.

Margaret Harker Hall. Copy to be forward to Clerk – to be attached to minutes.

 

Blofield Court House – No report or representative was available.

It was alleged that the premises were dirty/untidy and was going to have a spring clean during the next month. Suggested that a “Henry” type vacuum cleaner be purchased to assist with this. Who is responsible for cleaning and how often?

 

2652  ANY OTHER BUSINESS.

Blofield, Brundall and District Pensioners Association expressed their displeasure at various aspects of business at Garden Farm. Letter attached to minutes.

In answer to parishioners question Councillor C. Mowle stated that he had not supported the change in any way. Broadland District Council had the decision to make.

Letter received from parishioner stating concern of loutish behaviour and mini-motor cycle use along Blofield Corner Road . P.C. Bassham being present said he would look into this matter, it was already being monitored.

Heathlands reported that they too were suffering from intimidating behaviour.

Resident asked if there could be a waste bin by Fish & Chip shop, Chairman stated that this was a Parish Council matter and would be brought up at the next meeting.

Mr. Clabburn wanted it placed on record that the speeding of the motor bikes on Blofield Corner Road was an accident waiting to happen and that it had been reported.

P.C.Bassham explained to the assembly the extent of the area patrolled by the Acle Police base.

Resident reported a happening at Heathlands which had caused concerned.
