Minutes of the Blofield Parish Council meeting  held on

Tuesday 17TH October in Heathlands at 7.30p.m.

 

Councillors Present Mr. D. Ward (Chairman)

Mrs. G. Butler, Mrs. B. Dawson,  Mrs.P.Wilson, Mr. B Murphy, Mr. M.Tetlow, and Mrs D.R.Wyatt (Clerk)

 

            Also present were three members of the public whom the Chairman warmly welcomed

2856    OPEN FORUM

“Suspend Standing Orders”

·        Police – Submitted report read to Council by the Clerk.          

                  Reports cover period 5th September to 7th October.

                  Three reported crimes in the Blofield Ward. 1. Bar stools stolen from a parked              vehicle in Yarmouth Road 7th September. 2. Wine and champagne stolen from a            garage at Blofield Hall overnight on the 6th-7th September. 3. Assault occasioning              actual bodily harm at Sparrow Hall Farm on 30th September. – Successfully dealt           with.

            32 calls received at the force control room, six of these relating to the A47, Blofield             by-pass.

                  Hot spot – Lingwood Road has proved a fruitful place for me and my speed gun. One               motor cyclist reported for travelling 65mph in a 30mph area.

·        Garden Farm – Storage Container

                  Chairman reported that the application for the Storage container and the advertising                   signs had been refused.Councillors still concerned that the signs were still in place.

2857    MINUTES OF THE  PARISH COUNCIL MEETING held on Tuesday 5th September

            Subject to Mrs. Wilsons remark about brambles at Doctors Rd, these were agreed and             signed as a true record.

 

2858    CHAIRMANS REPORT.

            The Chairman thanked everybody for their hardwork and endeavours during the            previous months. Our main issue was Garden Farm. A Group had been formed and the       village is not going to tolerate what is going on there. Several enforcement notices are            in place with no action being taken and this cannot be allowed to continue.Meeting with             Broadland District Council may have to be arranged.

            Information received  that  Heathlands Social Club has serious issues and if it  becomes a           problem, we need to be prepared. Will it be run by a Management Committee,

            Parish Council or nominated persons? More details required and a further meeting to be            arranged. It was agreed that the illuminated sign retained by the Social Club be funded by            the Parish Council for erection as soon as possible. Mrs Dawson to inform the      Heathlands Social  Club Committee.

 

2859    LITTER/DOG BINS/DOG FOULING.

            Still no reply from Wherry Housing re: West View, Dog bin.

 

2860    BUS SHELTER CLEANING.

Application received from Mr. D. Reid and it was decided to offer the position with immediate start.

It was also agreed that a letter of thanks was forwarded to Mrs. Tutt for her continuous work of keeping the parish litter free and supporting charity. Clerk to attend to this matter.

 

2861    CHURCH WALL REPAIRS.

            Details are in the process of being prepared and Mr. Murphy wanted another check.

 

2862    TREE WORKS

            Broadland District Council has not yet commented on the trees on land near Oak Wood.

            Treework has now been completed at the Rectory.

            Tree inspection at St. Andrew and St. Peter’s Church  has now been completed and     account received for £420 plus V.A.T. Recommended work and quotation enclosed.         After discussion it was agreed to obtain further quotations for the work required.

 

2863    HIGHWAY MATTERS

            There seems to be confusion about the’ no parking’ lines in The Street as explained by   County Councillor Mr. C.Mowle. Mr Tetlow will consult with Mr. Sowerby to check   this.

The above cheques were agreed for payment, proposed Mrs. Dawson seconded Mrs. Butler. Unanimous decision.

 

            Clerk also asked for authority to move Councils monies from current account to interest             bearing accounts. Proposed Mrs Butler and seconded Mr. Murphy. Unanimous decision.

            Rear Dormer Window.

            Council replied that there was no objection to this application for the rear dormer           window, but asks if planning permission has been given for all other items as History shows refusal in 1990 and nothing after.

2867    COUNCILLORS INPUT

            Mr. Tetlow reported that the BLOFIELD sign was missing from the A47 as you come off          the by-pass. Clerk to contact the relevant authorities.

Nameplate at Blofield Corner Road/Harker Road needs attention.

The Village roads are in a dangerous condition from the mud left by heavy vehicles leaving fields after collecting crops.

Free standing notice on footway by the hairdressers to be removed as dangerous and blocking the footway.
