Minutes of the Blofield Parish Council meeting  held on

Tuesday 5th September  2006 in Margaret Harker Hall at 7.30p.m.

 Mr. B Murphy, Mr. M.Tetlow, Mr. J.Clabburn, Dr.D.Pilch, Mrs. Perry  and Mrs D.R.Wyatt (Clerk)

 

            Also present were, County Councillor C. Mowle, P.C.Fox and 30-40 members of the public whom the Chairman warmly welcomed

2840    OPEN FORUM

“Suspend Standing Orders”

·        Police       

            P.C. Fox gave his report verbally, stating that he had observed speeding on Yarmouth               and Lingwood Rd. Ten of the calls had related to the A47 by-pass.

·        5 crimes had been recorded, four of which had been detected and dealt with

·        8 motorists had been dealt with to varying degrees for speeding through the village. Hard copy of report would be forwarded to Clerk.

·        Garden Farm – Storage Container

            Mr. D. Carding spoke for residents against the application for a storage unit at Garden               Farm. This was a very long, detailed and civilised discussion, from a very crowded         room, after which the Council stated that the residents might consider forming a         Group. Chairman thanked them all for their supporting  contributions received and                   for bringing them to the meeting.

            County Councillor C. Mowle will forward a letter of support.

·        Traffic matters in The Street.

            County Councillor also explained with clarity, the proposal put forward by Norfolk       County Council regarding changes in parking etc in The Street. It was agreed that           there indeed had been confusion and that the confirmed proposal of parking                           extensions, moving of Bus Stop, plus additional road markings and the fibre optic         sign were very much appreciated. Mr. Mowle will now report back and the process                  will be put in hand. Copy will be forwarded to the Clerk.

            The rules regarding opening of Globe Lane have not changed at this present time.

·        Margaret Harker Hall – Football area.

·        Complaint received from resident whose property is adjacent to the above. The noise and language are  getting out of hand.

            District Council to contact officer in charge of Open spaces at Broadland District           Offices.

2841    MINUTES OF THE  PARISH COUNCIL MEETING held on Tuesday 18th July     2006, and Planning meetings of 25th July and August 8th and  were signed as being  true records. All Agreed.

 

2842    LITTER/DOG BINS/DOG FOULING.

            Moving of Dog bin from outside shop premises to end of Francis Lane has been            completed. Complaint from resident whose garden is behind the bin, resolved, it was            agreed to leave it where it was.

            No reply yet from Wherry Housing re: West View, Dog bin.

 

2843    BUS SHELTER CLEANING.

Notices requesting cleaner for the Heathside Bus Shelter, have been posted on the village notice boards.

 

2844    CHURCH WALL REPAIRS.

            Mr. Murphy will bring details to the next meeting.

 

2845    TREE WORKS

            BDC have been requested to inspect trees on land near Oak Wood to                          check if any are eligible for TPO’s.

            Branches reported to be overhanging footway by the Rectory, will be attended to in       the next few days.

            Tree inspection at St. Andrew and St. Peter’s Church, work is now imminent.

 

2846    HIGHWAY MATTERS

Growth at Church Alley, by Old Hairdressers, reported by concerned resident, Clerk to report to the relevant authorities.

E-Mail received from resident regarding various  traffic matters, all of which the Council are aware. Noted.

The above cheques were agreed for payment, proposed Mrs. Rose, seconded Mrs. Butler. Unanimous decision.

 

            Donations. It was agreed that a list should be compiled of those previously donated to   and why and decide when these requests should be heard.

 

            The Annual Audit Return was presented to the Council and after consultation it was       agreed that it be signed by the Chairman.

 

            Clerk also asked for authority to move Councils monies from current account to interest             bearing accounts. Unanimous decision.

                        Parish Council had no objections.

2850     CORE STRATEGY

             The Report will be completed and forwarded to the Clerk to copy and send on to Broadland District Council.

 

2851    COUNCILLORS INPUT

Mrs Wilson was  concerned about the overhanging brambles etc from many properties in Blofield. Clerk explained the difficulty in obtaining information of who owned land etc. Pictures need to be taken to forward if not on private properties.

Blofield Courthouse.

Mr. Tetlow reported that there was a long standing water ingress problem which we ought to obtain expert advice on. Broadland District Council to be contacted in the first instance.

Dog/litter bins. Thank you was received from the owner of the Fish and Chip shop for obtaining and fitting the litter bin, which is very well used.

Nameplate at Blofield Corner Road/Harker Road needs attention.

Next meeting will be held at Heathlands on October 17th at 7.30pm.
