Minutes of the Blofield Parish Council meeting held on Tuesday 10th April 2007 in The Court House at 7.30 pm.

 

2953       Councillors present Mr. D. C. Ward, Chairman

Mr. M.Sowerby,Mrs. G. Butler, Mr. M. Tetlow, Dr. D. Pilch, Mr.B.Murphy, Mrs. P.Wilson, Mrs. S. Rose. Mrs. B. Dawson           and Mrs. J. Perry.

 

Seven members of the public were present also the clerk Mrs. D.R.Wyatt.

 

2954       APOLOGIES FOR ABSENCE

                 Accepted from Mr. J. Clabburn and Norfolk County Councillor Mr. C. Mowle.

 

2955      DECLARATIONS OF INTEREST

Mrs. Dawson and Mrs. Butler as previously, declared interests in Heathlands.

Mr. Tetlow and Mrs. Wilson declared interests in Blofield Courthouse.

 

2956          OPEN FORUM

                No further participation well covered at Parish Meeting.

 

2957       MINUTES OF LAST MEETING

Minutes of the 27TH February 2007 were agreed as correct and duly signed by the Chairman as a true record. Proposed  Mrs. S.Rose , seconded Mr B.Murphy.

       

2958      CHAIRMAN’S REPORT

                Nothing to add to Parish Meeting report.

 

2959       LITTER BINS / DOG FOULING

After discussion regarding lack of litter bins now, Clerk was asked to contact N.C.C. and B.D.C to endeavor to find spots to erect them.  Private ones were removed owing to abuse and this leaves the village badly covered and certain areas are becoming an eyesore. 

 

2960      CHURCH WALL REPAIRS 

              Councillor to forward information required to enable faculty to proceed..

 

2961       TREE WORKS

Quotations had been received for the removal of the Oak Tree blown down at Town Pit. Council agreed to accept quotation from Mr. Ranson for £970 pounds. Proposed Mrs. Rose , seconded Mrs. Butler.                             All agreed that it was a matter that needed urgent attention.

Further quotations are awaited for the tree work at the Church.

It was reported during one of the inspections that a large Oak in the centre of the Churchyard needs attention. Quotations will be obtained for this work.

 

2962       HIGHWAY MATTERS

No reply has yet been received from NC.C Highways department regarding our request to meet and discuss opening Globe Lane.

After much discussion it was decided to forward donations to:-

Blofield Bowls Club £300.00 upon production of invoice for much needed mower.

Balloons 4 Hearts (Angioplasty equipment)   £50.00

Heathlands Community Centre request will be  re-considered when copies

of three quotations can be presented.

Cheque payments and donations were proposed by Mr. D.Ward ,seconded Mrs J.Perry.

2965       COUNCILLORS INPUT.

It was reported that problems with outside lads disturbing elderly residents were prevalent at West View and the Clerk was asked to contact P.C. Fox.

Bus Shelter at Blofield had been used for graffiti, which had kindly been removed by Mr. Sowerby. Council thanked Mr. Sowery for his assistance in acting so swiftly.

Councillor was very concerned about the young children crossing at Doctor’s Rd as the lorry traffic was increasing rapidly.

Highways needed to be contacted about drainage at Corner of Yarmouth Road and The Street.

 

2966       CORRESPONDENCE.

Broadland District Council –Planning Forum and Guildelines to questionnaire.

Mrs. S.Rose to complete and return.

                Broadland District Council – LDF Parking Standards supplementary Planning doc.-Noted.

                Broadland District Council – Pilot Graffiti removal initiative scheme. Agreed it was a good idea.

Broadland District Council “Listening to you Views”leaflet.Completed leaflets to be returned by Councillors.

Broadland District Council – Consultation on Clean Neighbourhoods Act.

                BDC and Communities and Local Government – Unitary Status.- noted

                Society of Local Council Clerks – Invitation to Clerk to attend Annual meeting April 28th - £6.50

                Council agreed costs to be shared.

                Audit Commission – Confirmation of Appointment of External Auditor.

                Letters from:-

Mr. D. Reid – suggesting consideration be given to providing a seat in the Blofield Heath Bus Shelter

Mrs. Patterson – thanking Mr. Sowerby for his removing of graffiti so quickly.Noted

Heathlands, Margaret Harker Hall and The Court House expressing their thanks for the recent final grant cheque of 2006/7 and confirmation of the £1400 grant awarded for 2007/8.- Information

Heathlands letter of March 2nd –re meeting of Heathlands and Social Club.Copy given to all Councillors.- No decision made.

Heathlands letter of March 28th – informing us that they have been granted a Full Premises licence. -Information.

Department of Constitutional Affairs – Memorial Safety. Noted.

 

2967.      FUTURE BUSINESS

Clerk will, after the May meeting, bring all outstanding matters to the attention of the Council to be dealt with.

 

2968       Date of next meeting was confirmed as 8th May, which will be the Annual meeting of the Parish Council and held at the Court House, Blofield, time 7.30. Councillors requested , if possible to attend at 7.00pm as Mr. Bunce wishes to discuss the exterior of the building before nightfall.
