BLOFIELD PARISH COUNCIL

 

 

Minutes of the Blofield Parish Council meeting held on Tuesday 17th July  2007 in Heathlands Community Centre at 7.30 pm.

 

3030    COUNCILLORS PRESENT  Mr. D. C. Ward, Chairman, Mr. M. Tetlow, Vice Chairman,

Mrs. G. Butler, Mrs. B. Dawson , Mr. J.Marney, Mr. B. Murphy, Mrs. J. Perry and Mrs. P. Wilson.

 

Norfolk County Councillor Mr. C. Mowle and Broadland District Councillor Mr. D. French were also present together with four members of the public and the clerk Mrs. D.R.Wyatt.

 

3031    APOLOGIES FOR ABSENCE

3032    DECLARATIONS OF INTEREST

Mrs. Dawson and Mrs. Butler as previously, declared interests in Heathlands.

 

3033    OPEN FORUM       (Suspend Standing Orders”)

Representatives from the Rock Community Church explained that when advertising events, as  there is a lack of directional signage to their premises many cannot find them. Would the Parish Council be willing to approach the Planning and Transportation Dept with a view of correcting this? The Council agreed and councillors also recommended other ways of advertising to maximize their potential. Clerk to contact Planning & Transportation Dept.

 

District Councillor Mr. D. French reported that Garden Farm are appealing against the recent decision by the Planning Committee to reject the retrospective decisions, this is likely to take nine months to go through.

Also residents had contacted  Mr. French about the state of the hedges covering the footways This was discussed by Parish Councillor’s and it was agreed to take Norfolk County Council’s advice and wait a while further, owing to  the  bad weather conditions.

Highways information was given to Mr. D.French in reply to a query concerned with parking of a hire vehicle and placing an advertising sign.

 

Norfolk County Councillor Mr. C. Mowle reported that we would have to wait a while longer for the final outcome of the Unitary bid by Norwich City Council

The Parish Councils request for re-opening Globe Lane was discussed and it would appear that the original reasons of being too narrow, still stand. Because of cost the Planning & Transportation Dept would not like to carry out another traffic survey which was unlike to succeed. However, if there ever was a possibility of this happening then Mr. Mowle would fight hard with us for this.

 

Crime Report.  In his absence PCSO8166 Oldham had forwarded a report which was distributed to all Councillors and will be attached to these minutes.

 

Clerk read an e-mail received, requesting consideration of a lockable door being fitted to bus shelters, updated “Dog Penalty Notices” in Pound Lane and more information on Notice Boards already full.

 

Mrs. B.Podd  updated the Parish Council on Garden Farm matters, reported that another letter was being formulated and that the P.C. would be included on this and a copy e-mailed to the Clerk.

3034    MINUTES OF LAST MEETING

Minutes of the Parish Council meeting 26th June were agreed,  to be a true record and duly signed by the Chairman. Proposed Mrs. Butler and Seconded by Mrs. Dawson.

Planning Minutes of the 26th June were agreed,  Proposed  Mrs G.Butler and seconded Mrs J. Perry.

           

3035    CHAIRMAN’S REPORT

Letter received from the Blofield United Youth FC. Copy available in your pack.   Unfortunately Mr. Cole has not arrived as expected.After much discussion it was agreed that a letter of support for activities within the Village would be forwarded by the Clerk. Proposed Mrs. Perry and seconded Mr. Ward.

 

3036    LITTER BINS / DOG FOULING

There has been no further comment from Broadland District Council, Clerk to chase.

Under the heading of bins, we will report that Hemblington had a community bin delivered on Mill Road, which was overloaded and therefore after removal there was still a collection of deposited rubbish. This has now been removed after being reported by the Clerk.

 

3037    NEW REGISTER OF INTERESTS.

There are still two forms to be forwarded to the Clerk.

 

3038    TREE WORKS

Mr. Murphy reported that Mr. Ranson was disappointed at the length of time he waited for payment, which was unfortunate owing to signature changes. However he has checked and the storm has sorted some of the jobs required .Mr. Murphy suggested that we wait until leaves are down and look again at the situation. In the meantime he will obtain further quotations. Clerk to write to Mr. Ranson and Micheal L Blackburn explaining that this project is now on hold.

A 50% grant is available from Broadland District Council  up to £500.

 

3039    HIGHWAY MATTERS

Blofield Primary School. At the last council meeting it was agreed to form a working party to try and obtain some form of protection from traffic, for the children to and from school. As Mr. Tetlow and Mr. Murphy were away the formation was postponed until this meeting. It was suggested that Dr.D.Pilch be spokesperson as he was already  involved in this matter. As Dr.Pilch is away, this matter will be taken to the 4th September meeting.

 

It was alleged that the yellow lines intended for the Garden Road/Lower Street area had been wrongly placed and are having to be adjusted. Parish Clerk not aware of this.

 

Mrs. Butler to contact Highways Engineer Mr. John Cotton to request change of notice on Hall Road, as this has recently caused another problem.

 

20mph flashing sign now in position, awaiting connection.

 

Clerk to chase all other matters.
