Minutes of the Blofield Parish Council meeting held on Tuesday 1ST April 2008 in HEATHLANDS COMMUNITY CENTRE at 7.30 pm.

 

3172    COUNCILLORS PRESENT Mr. M. Tetlow, (Vice Chairman) , Mrs. J. Perry Mrs G. Butler, Mrs. B. Dawson, Dr. D. Pilch, Mr. J.Marney, Mrs. S.Larson, Mrs. L. Copping and Mrs. S. Toothill. In the absence of Chairman (Mr. D. Ward) the meeting was chaired by Vice Chairman Mr. Tetlow.

Mrs. D.R.Wyatt.(Clerk) was also present.

 

3173    APOLOGIES FOR ABSENCE

 Mr. D. C. Ward(Chairman) Mrs. P. Wilson Mr. B. Murphy, and Norfolk County Councillor Chris       Mowle.

3175   OPEN FORUM “Suspend Standing Orders”

            Norfolk Constabulary report

·        Four recorded crimes as follows:

                       

            1.1st March – Historic Fraud dating back to June 2007 – Holly Lane.

            2 15th March - Criminal damage to vehicle – Mill Road.

            3.19th March – Criminal damage to vehicle – Blofield school car park..

            4.21st – Assult – St. Andrews Way – Detected..

            Resume Standing Orders.

 

3176    MINUTES OF LAST MEETING

Minutes of Planning meeting of 8th January,26th February, 18th March and Parish Council meeting of 19th February were agreed as  true records  Proposed by Mrs. S. Larson  and seconded by Mrs G.Butler. Signed by Mr. M.Tetlow (Vice Chairman) in the absence of Mrs. J. Perry.

           

3177    CHAIRMAN’S REPORT

            None

 

3178    HIGHWAY MATTERS

      Discussion took place regarding the further meeting with Highways Agency following on             from the meeting of February 27th 2008. Conclusion very disappointing as it appeared   that we had not been invited to previous meetings that had been held where these        decisions had been made.

 

            Speedwatch,, posters have been provided, no participants as yet.

 

            Letter received from Cllr P. Wilson in her absence to report that recently Doctors Rd was         closed for a few hours whilst re-surfacing works took place. The part which was             re-        surfaced near the junction with Yarmouth Road, covered an area that is prone to flooding in heavy rain. The re-surfacing seems to have created a slight hump in the road     and it is now still flooding either side of the hump. (On the side where there is no            pavement) Councillors to monitor this situation.

 

3179        EXPENDITURE

            None

            Donation Request – Blofield & District Climate Awareness – Fun Day – Copy to all

            After discussion it was agreed not to give a donation as there were other sources of       income available. Majority decision 7 against.

           

3179    BLOFIELD COURTHOUSE – ROOF REPAIRS

            Clerk approached Greenland,Houchen Solicitors, who hold our deeds, they will carry out the signing of form and supply us with a copy deed.

 

 

3180    CORRESPONDENCE.

            Received for comment.

           

                Broadland District Council – Standards Committee – Election of two additional         Parish/Town Council       representatives – Vacancies.

            No councilors available to take on this position

            Broadland District Council – East of England Assembly. – Traveller sites. Copy to all            councillors.

            No comment.

            East of England – Rss Single Issue review – Planning for Gypsy and Traveller sites.     Copy to all councilors

            No comment.

            Heathlands – Confirmation of no change to constitution. Grants applied for by them.

            Broadland District Council – Site Allocations DPD – Parish Assessment 2008

            Completed and forwarded to Broadland District Council .Clerk to file.

            Boundary Committee – Structural review of Norfolk & Suffolk. – Copy to all             Councillors

            Noted.

            Standards Board. – Changes – copy to all Councillors

            Noted.

.           Broadland District Council – Y.M.C.A. – Requesting information on Housing &        Support Issues.

            No reply by Council.

            Eversheds – Moratorium introduced by HM Revenue & Customs and Excise to consider        partial exemption position on input tax.

            Norfolk Parish Training Partnership – Cilca Registration fees increased from April 1st          2008.

            Receipts received from Mrs, Patterson & Mr. Reid, bus shelter payments.
