3275          OPEN FORUM

            “Suspend Standing Orders”

 

            Norfolk Constabulary report

      Copies circulated to all councillors for October and November and are available from the Clerk.

3276     PARISH  PLAN

 

            Mrs. S. Toothill would contact chairpersons of all village groups to inform them of the Parish Plan     project and an invitation would go out for an informal meeting at Mrs. Toothill’s residence to           explain the project further. Dates for the Public meeting to be notified to Focal Point February      meeting and posters were to be prepared by Mr. Tetlow.

            Mrs. Toothill reported that the time schedule for the Parish Plan had been reduced and the Steering Group when formed will be required to have a draft plan in place by March 2010.

 

3277     MINUTES OF LAST MEETING

 

Minutes for the meeting of 21st October 2008 were declared a true record

and were duly signed by the Chairman. Proposed Mrs. G.Butler  and seconded Mr. J.Marney.

           

3278          CHAIRMAN’S REPORT

 

            Chairman reported that the Courthouse Management Team had been approached by the     Brundall History Group to request use of the old “Police Committee Room” They will be working         with Postwickand Strumpshaw  and are going to call it …….. Courthouse Historical Society. It is            envisaged they will be set up for one day a week and callers will be welcomed. At present a     

            nominal donation to cover expenses of the Courthouse will be paid, pending the obtaining of             funding when a   fee for facilities will be negotiated.    

 

 

3279     PLANNING

            Meeting was held by the Planning Committee on 11th November 2008-Heathlands.

 

            Planning Application No. 20081415 – Manor Farm Barns, 10,Yarmouth Road.

            Retention of Oil Tank and Oil Tank Enclosure– Comments to Broadland District Council.

 

            Blofield Parish Council has strong objections to this revision and believes that this would     not        have been allowed if it had been part of the original application, instead of an add –on.  

            BS1450 clearly defines the following as part of a risk assessment.

            Regulations state that this item should not be within 1.8m of an opening.                                                      

a)                  Should be 1.8m away from combustible material – the surround is wood.

 

b)                    Should be .600m from plant growth – again it is protected by Hawthorn.                                                           

             c)         Two months ago there was an accident here in which the vehicle scrapped all the way                     along the wall of this property finishing at the telegraph pole. How it missed the tank is                                not known, but if an accident was to occur ,involving this fixture, it would take the side of                                  the property with it and the spillage associated with the tank would run off into the Witton                                Run.

 

d)              The proximity to Highway could cause an accident resulting in the tank exploding.

 

e)            Has Broadland District Council seen the Certificate provided by the installer, to certify safety etc.

            Single Storey Side extension (Revised proposal)

            After discussing this application the Planning Committee had no objection.

 

            Planning Application No. 20081332 - Old Stables, Field Lane, Blofield.

            After discussing this application the Planning Committee had no objection.

 

            Broadland District Council  decisions

3280          ALLOTMENTS

            Clerk had not been in contact yet with Mr. Andrews (Landowner) and Smiths of Honingham

            It was suggested that an advertisement was placed in the Focal Point for available land.

            Action : Mr. Tetlow to attend to this.

 

3281     CHURCH/ GRASS CUTTING

            Mr. Murphy reported that he would attend to the Church wall in the New Year.        

            Clerk had not yet received a reply from Abbey Memorials. Clerk to pursue.

            Letter to Mr. Rice requesting copy insurance and licence to cover work offered have not yet been     received.

 

            Mrs. Copping arrives 8.45pm.

 

3282     HIGHWAY MATTERS

            Mrs. Wilson brought to the attention of the Council the inadequate ‘drop down’ facilities       for         push chairs, wheel chairs, disabled persons and invalid carriages. Areas highlighted    were:                1. Oak Road - both sides.  2.  East side Danesbower Road.3. Doctors Road (South)

            4.  Pavement by “The Gables” and 5. North Street, by School.

            Action – Clerk to contact Highways, request a complete survey of the whole area.

 

            There was also the matter of the motor cycle training, had we been informed?        

 

            Mrs. Copping reported that a petition was being compiled to forward to the Developers of Globe        Close, as the work carried out to the    footways outside their homes was disgraceful and full of           weeds.

            Action: - Mr. Tetlow would  check this area.

 

            Blofield Primary School – Footway Feasibility Study

            Mott MacDonald, working with Planning and Transportation at Norfolk County Council forwarded       copies of their schemes for opinions.

            After a very long discussion the following  four options were considered: 1. Footway widening           only. 2. Footway widening with     demarcation strip next to the kerb. 3. Footway widening with         traffic calming. 4. Footway widening with mini roundabout. Option three was selected by the majority of the council.        Note: One councillor abstained.

 

            Broadland District Council – Tree Preservation Order No.26 – Trees on Land at Stocks Lane.

            Tree Preservation Order confirmed on 1st December 2008.

            Broadland District Council - Permission received to attach the loose dog bin at Highview Close,    Junction with North Street, to the base of the notice opposite.

            Action – Mr. D. Ward.

            Broadland District Council – Requested map of BDC owned land in Blofield received.

 

3283          EXPENDITURE

            See Appendix 1.

            Cheques and balances proposed for payment by Mr. Ward and seconded by Mrs. Butler.

            NALC updated Clerks Contact of employment to be read by the Chairman before signing.

 

3284     BLOFIELD COURTHOUSE – ROOF REPAIRS

            Mr. Tetlow reported that weather permitting the Courthouse roof work should be completed in 7-10 days. All guttering was replaced and two downpipes were retained as they were sound and represented a saving of £1500.00.

            The total for all works was £29,197,00 plus VAT at 15% £4,379.55, making total of £33.576.55.

            Having already paid a deposit of £5816 this leaves a balnce payable of £27,760.55 due by the end of this month.

            Action: Clerk to prepare cheque in readiness.

 

            Mrs. Wilson reported that potholes had occurred in the footway outside The Courthouse.

            Action: Mr. Tetlow to investigate.

 

            Mrs. Wilson and Mrs. Perry left the meeting at 9.05pm.

 

3285     CORRESPONDENCE.

            Broadland District Council – Received copy of Appeals panel Agenda and decisions regarding TPO, Church Alley and  TPO – Walnut Tree 19,Stocks Lane.

 

            Broadland District Council – Street numbering on Yarmouth Rd, Blofield.

            It was  reported to Broadland District Council, by the owners of 1, Yarmouth Road, who were experiencing postal problems, It has been suggested by Broadland District Council that a new nameplate be erected with the words “Yarmouth Road (1-11 Odds)”

            Council has received no complaints and they would like clarification of who was going to pay for the new nameplate. Action by the Clerk.

 

            Broadland District Council – Dog Fouling.

            Questionnaire completed on significant fouled areas.

            Action: Clerk to forward to BDC.

 

            Communities and Local Government. Consultation sought on Communities in Control.

            Answered questions required by 24th December 2008.

      Action: Mr. D. Ward.

 

      Letter received  - Fast Traffic on Bonds Road. Copied to all cllrs

      This matter was discussed and it was agreed to support these comments but contact         Highways first, forwarding a copy to Mr. Bond.

      Broadland District Council – Site Allocations and Area Action Plan Development Plan      Documents. (DPDs)
