3245     OPEN FORUM “Suspend Standing Orders”

 

      Norfolk Constabulary report

            1. 30th July -   Fear of Provocation of Violence-A47 Road Rage Type Incident

            2. 2nd Aug –Criminal damage to Dwelling –The Street

            3. 5th Aug-Criminal damage to building other than dwelling-Heathlands

 

             Resume Standing Orders.

 

3246     PARISH  PLAN

            After much discussion Council decided to take the Parish Plan to he next stage and to support       it in principle and financial support.

            Cllr S. Toothill will spearhead the advertising to promote this for the New Year.

 

3247     MINUTES OF LAST MEETING

Subject to corrections the minutes of 9th September were agreed to be a true record and duly signed by the Chairman.Proposed by xxxxxxxx and seconded by xxxxxxxxxxxxxxxx.

           

3248    CHAIRMAN’S REPORT

            Chairman had nothing to report that was not covered by the Agenda.

 

3249     ALLOTMENTS

            Clerk reported that an offer of land had been received from Messrs. Irelands, on behalf of a client

            and map of area had been circulated to all councilors.

            After discussing this proposal it was agreed that the land being outside the boundary of Blofield       could be considered too far for the  residents to travel. Clerk to convey our thanks to Messrs.     Irelands for their interest.

            It was suggested that Mr. Andrews (Landowner) &  Smiths at Honingham also be contacted.

 

3250     CHURCH GRASS CUTTING

            Dr Pilch reported that he had shown Guardian Grass around the Churchyard and the Clerk   reported that a favourable quotation had been received.

            As this will be the re-newing of our cutting contract, we will collect two further quotations,    including the existing contractor.

3251     HIGHWAY MATTERS

           

            Reply from Highways explains that they have not carried out any works to resolve drainage

            issues. A large carriageway patch has been completed on the Southern end which was       necessary, as it needed replacing

            Woodbastwick Road -. This was reported to me two weeks ago, a replacement is on order,             however it was not an illuminated bollard but my intention is to use a reflective yellow sleeve on    the new post

            Church Alley, is a Public Right of Way and not adopted a adopted highway, therefore it’s not cut      as part of our overall cutting programme. Concerns have been reported to the Countryside Team.

            at County Hall to take the appropriate action.

 

            Councillors discussed the North Street flooding and the sewerage being forced through the manhole.Regular occurrence  when there is heavy rainfall.

 

3252     PLANNING

 

            Planning Application No. 20081249 – 28, Mill Road, Blofield – Detached dwelling.

            After discussing this application the Planning Committee had no objection.

 

            The following applications have been given Full Approval by Broadland District Council.

            20080875 – Owls Barn, Lingwood.

            20080876 - Owls Bar, Lingwood – Full listed building approval.

            20081164 – The Blofield Surgery, Plantation Road, Blofield.

 

 

 3253    EXPENDITURE

           

            To consider donation to Margaret Harker Hall towards Car Park / Kitchen.

`           It was agreed to offer a donation of £1000 towards this project.

            Proposed Cllr.Dr. D .Pilch and seconded. Cllr J. Marney

 

            To consider donation to Vitalise – a caring charity.

            Does not fit Council’s citeria.

 

            Annual Return for year ended 31st March 2007 now received.

            To agree increase in cost of Focal Point leaflet printing. –

            Circulation has now been  increased  to 900.  - £30 to £50.00

            Proposed Mr. M Tetlow and seconded Mrs. G.Butler.

 

           

            Quotation received from Beighton Building Services for repairs to roof of Bus Shelter, Blofield Heath.

            After discussion, it was proposed by Mr.J.Marney and seconded by Mrs. S.Toothill that the             quotation of £366.00 plus Value added Tax to supply and fix new fascia boards and replace flat        roofing felts be accepted. Also to accept the figure of  £150 plus value added tax, if repairs to         decking or joists should be found to be required after removal of external materials.

 

3254          BLOFIELDCOURTHOUSE – ROOF REPAIRS

 

      Mr. Bunce (Treasurer) gave a detailed report on how we had arrived at current position.

 

            After much discussion it was agreed to award the roof work to Aspect Roofing Ltd.

            For a total price of £27335.20 including Value Added Tax. A deposit of 25% was agreed, to             be paid once the scaffolding had been erected.

 

3255          CORRESPONDENCE.

                 

            The National Association of Local Councils - views on Standards Board Complaints system

      These were considered and answers forwarded to National Association of Local Councils.

 

      Blofield Parochial Church Council – letter received thanking the Parish Council for the recent             tree works and             drew the Parish Councils attention to the crumbling Church wall near the footpath   sign pointing north up Church Alley.

      It was agreed that Mr. B. Murphy checks this out, reporting back at the next meeting.

 

      Broadland District Council - Globe Lane – Request for Clerk or Councillor to meet with     Veronica Savage (Housing Project Officer) regarding an evaluation study.

      Mr. Tetlow will attend if possible and other councillors notified.

 

      Norfolk Police Authority- Policing Plan 2008/11 for year ending 31st March 2008.

      Broadland District Council – Draft Supplementary Planning Document on Affordable            Housing etc.

      Consultation period expired on 5th September 2008.

      Joint Core Strategy for Broadland- Technical Consultation 4th August – 26th September.

      Letter copied to Councillors.

      Councillors will forward individual letters if anything to add.

     

      Review of the East of England Plan.

      Consultation on draft project plan and statement of public participation.

      Deadline for responses is Monday 15th September 2008.

3256     COUNCILLORS INPUT.

             Chairman reported that the stile at Heathway had been repaired. The Council thanked him                         for his assistance.
