3245 OPEN FORUM “Suspend Standing Orders”
Norfolk
County Councillor Chris Mowle updated Council on the situations referring to
the Boundary Committee. Opinions
appear to veer towards “Status Quo”
Discussion
also included Social Support systems and Age Concern.
New
kerbing and reconstruction on
The
puddling on
District
Councillor D.French agreed with Cllr.Mowle about the Boundary Committee
discussions.
Councillors
and residents were urged to forward their views.
Little
to report about Garden Farm as he had been unable to attend the meetings held.

Resume Standing Orders.
3246 PARISH PLAN
Mr. Richard Squires (Community Development
and Liaison Officer ) from Broadland District Council attended to explain to the Council
about a Parish Plan. Various brochures were looked at and several councilors expressed interest in the scheme.
Mr. Squires offered help if required in the
future and left the meeting. After discussion it was decided to explore this
further and to place on a future
agenda
3247 MINUTES OF LAST MEETING
Minutes of Planning meeting of 1st
April, 24th June,8th and 29th July and also
minutes of Parish Council meeting of 13th May and 24th
June 2008, plus Finance meeting of 8th
July were agreed as true records Proposed by Mr.J.Marney and seconded by Mrs.
G.Butler.. Planning minutes signed by Mr. M.Tetlow (Chairman) in the absence of
Mrs. J. Perry.(Planning Chairman)
3248 CHAIRMAN’S REPORT
Chairman had nothing to report that
was not covered by the Agenda.
3249 ALLOTMENTS
Mrs. S. Toothill presented a list of
people interested in obtaining an allotment to the council.
It was explained that each interested
party must write in individually and that currently there was no knowledge of suitable land available.
Mrs. Toothill stated that she would contact the signatories on the list and inform them, so that the council
could record their interest for the future.
Council will check Allotments Act
and Plot sizes.
3250 CHURCH GRASS CUTTING
The cutting of the Church grass
three times a year has not been satisfactory and it was agreed to request prices for regular cutting which
would not leave cuttings behind to make the churchyard untidy. Three quotations will be sought.
Dr.D.Pilch offered to assist Mr. B.
Murphy as Tree Warden and the Clerk will notify Broadland District Council.
3251 HIGHWAY MATTERS
Reply from
Highways explains that they have not carried out any works to resolve drainage
issues. A
large carriageway patch has been completed on the Southern end which was necessary, as it needed replacing
Church Alley, is a Public Right of
Way and not adopted a adopted highway, therefore it’s
not cut as part of our overall
cutting programme. Concerns have been reported to the Countryside Team.
at County Hall to take the appropriate action.

3252 PLANNING
Planning Application No. 20081164 – Development of
Blofield Surgery was considered by the
Council who could find no objection
and notified Broadland District Council accordingly.
3253 EXPENDITURE
To consider donation to Margaret
Harker Hall towards Car Park / Kitchen.
` It was agreed to offer a
donation of £1000 towards this project.

To agree increase in cost of Focal Point leaflet printing. –

Quotation received from
Beighton Building Services for repairs to roof of Bus Shelter, Blofield Heath.
After discussion, it was
proposed by Mr.J.Marney and seconded by Mrs. S.Toothill that the quotation of £366.00 plus Value
added Tax to supply and fix new fascia boards and replace flat roofing felts be accepted. Also to accept
the figure of £150
plus value added tax, if repairs to decking
or joists should be found to be required after removal of external materials.

BLOFIELDCOURTHOUSE – ROOF REPAIRS
Mr.
Bunce (Treasurer) gave a detailed report on how we had arrived at current
position.
After much discussion it was agreed to award the roof work to Aspect Roofing Ltd.
For a total
price of £27335.20 including Value Added Tax. A deposit of 25% was agreed, to be paid once the scaffolding had
been erected.

The National Association of Local
Councils - views on Standards Board Complaints system
These were
considered and answers forwarded to National Association of Local Councils.
Blofield
Parochial Church Council – letter received thanking the Parish
Council for the recent tree
works and drew the Parish
Councils attention to the crumbling Church wall near the footpath sign pointing north up Church Alley.
It was
agreed that Mr. B. Murphy checks this out, reporting back at the next meeting.
Broadland
District Council - Globe Lane – Request for Clerk or Councillor to
meet with Veronica Savage (Housing
Project Officer) regarding an evaluation study.
Mr. Tetlow will attend if possible and
other councillors notified.
