Minutes of the Blofield Parish Council meeting held on Tuesday 19th February 2008 in HEATHLANDS COMMUNITY CENTRE at 7.30 pm.

 

3144    COUNCILLORS PRESENT Mr. M. Tetlow, (Vice Chairman) , Mrs G. Butler, Mrs. B. Dawson, Dr. D. Pilch, Mr. J.Marney, Mr. B. Murphy, Mrs. P. Wilson and Mrs. S. Toothill. In the absence of Chairman (Mr. D. Ward) the meeting was chaired by Vice Chairman Mr. Tetlow.

Mrs. D.R.Wyatt.(Clerk) was also present.

 

3145    APOLOGIES FOR ABSENCE

3146    DECLARATIONS OF INTEREST

            Mr. M.Tetlow, and Mrs. P. Wilson declared personal interest in Item 11  as part of                   Management team.

 

3147  OPEN FORUM “Suspend Standing Orders”

            Mrs. S. Rose, Retired Chairperson, was invited to this meeting to receive flowers and a             token of recognition of the long service that she had given to the Village, as Parish     Councillor, District Councillor and Chair of the Parish Council. She has been very       involved in the Fuel Charity and Church committees and is still carrying on the work in a             lesser capacity for which we are very grateful. Well done Shirley.

            Mrs Rose thanked the Council and for once admitted to being speechless.

              

            There was much discussion about the problems at Garden Farm, Aerial photographs were         produced (then and now) Letter of support for District Councillor Mr. D. French who was   aware of three years multiple breaking of Planning Criteria.The outcome of the 2006          meeting was totally ignored. All in favour of support letter.Mrs. Jackie Jones is new             Planning Officer and Mr. Rooke to be asked “what is the designated site”?

 

·        Norfolk Constabulary report.

                        Five crimes as follows:

            1.5th Feb: Theft of pedal cycle – outside houses Woodbastick Road.

            This occurred between start of December and 5th Jan: and was left insecure.

            2 5th Feb:Criminal damage to vehicle – Mill Road.

            3.7th. Arson not endangering life – Woodbastwick Road (car set on fire)

            4.28th Burglary other than dwelling – Globe Lane.

            5.29th Same

            4 & 5 Relate to building Site Globe Lane.

            Crime figures for January 5 reported crimes.

           

            Councillors requested that an 18th birthday be monitored at Heathlands.

            The Grit bin by the Kings Head was being turned over and emptied

            A charity for Deaf Aid was proven to be legitimate in response to calls of concern from residents, who were receiving knocks on doors after dark.

            Call had been forwarded to the Homewatch co-ordinator  to make people aware.

            Mrs. Wilson said how nice it was to see the PCSO’s walking the beat again.PCSO       Oldham replied that they were now endeavouring to cover parishes as often as possible.

3148    MINUTES OF LAST MEETING

Minutes of Planning meetings of 20th November and 8th January 2008  were agreed as  true records  Proposed by Mr. B. Murphy  and seconded by Mrs G.Butler. Signed by Mr. M.Tetlow (Vice Chairman) in the absence of Mrs. J. Perry.

           

3149    CHAIRMAN’S REPORT

            None

 

3150    BLOFIELD PRIMARY SCHOOL.

            Nothing extra to report, it has been agreed that there will be an increase in signage plus a           yellow sign.

 

3151    HIGHWAY MATTERS

      Meeting arranged between the Local Highways Engineer and Highways             Agency with     reference to the change of direction of traffic on the 27th February 2008.

      Missing yellow plastic  bollard at Junction of Shack Lane and Woodbaswick Road        reported, Clerk to inform Highways.

 

3152   PLANNING MATTERS.

            Broads Authority – Validation of planning applications, given to Mrs. Perry to be back by          3rd March 2008.

            Greater Norwich Development Partnership – Reply required to validation Checklist.

 

3153    EXPENDITURE

            Cheques payable and balances presented agreed .Proposed by Mrs. G. Butler and        seconded by Mr. B. Murphy

            Donations requested and considered from:

            Fringe Project – Council declined – does not meet our criteria.

            BADCOG –Request for assistance with publishing and printing costs of a Natural         History booklet. After careful  consideration a donation of £150 pounds was awarded. All       agreed.

            Margaret Harker Hall – Council requested further information.

            Heathlands Social Club – declined as it is understood that the request should have      come from The Management Committee.

 

3154    BLOFIELD COURTHOUSE – ROOF REPAIRS

            Clerk to chase, Mr. Tetlow suggested that I ask for Mr. Owrick.

3156    COUNCILLORS INPUT.

            BADCOG -Paperwork had been forwarded to the Clerk for checking permission for    planting near St. Andrews Close. Clerk to forward to Ann Crotey.

            Heathlands had requested charge of high hedge cutting. Clerk to enquire.

            Footpath from Yarmouth Road to Church Road becoming very muddy with puddles after          rain. To contact Highways with a view to clearing ditches or finding out owner of area.

            Climate Group having Environmental day 7th June 11.00 – 3.00am at the Scout Hut.

            Requested support/help with displays.

            Question asked Are we considering a Parish Plan. Answer given, No.

            Chairman requested placing of the item on the next Agenda for discussion.
