Minutes of the Blofield Parish Council meeting held on Tuesday 24th June 2008 in HEATHLANDS COMMUNITY CENTRE at 7.30 pm.

 

3212     COUNCILLORS PRESENT Mr. M. Tetlow, (Vice Chairman), Mrs. B. Dawson, Mrs. P. Wilson, Mr. J.Marney, Mr. B. Murphy, Mrs. L. Copping, Mrs. S. Toothill and Mr. D.  Ward.

Mrs. D.R.Wyatt. (Clerk) was also present and 1 resident.

 

3213     APOLOGIES FOR ABSENCE

Mrs. J. Perry, Dr. D. Pilch, Mrs. S.Larson, Mrs. G. Butler, Norfolk County Councillor Chris   Mowle   and District Councillor D. French.,

 

3214    DECLARATIONS OF INTEREST

            Mrs. P.Wilson and Mr. M Tetlow declared a personal interest in item 9 – Blofield Courthouse.

            Mr. M. Tetlow declared a personal interest in item10 – Focal Point.

 

3215     OPEN FORUM “Suspend Standing Orders”

             Norfolk Constabulary report

             Resume Standing Orders.

 

3216     MINUTES OF LAST MEETING

Minutes of Planning meeting of 22nd April and 20th May also minutes of Parish Council meeting of 1st April 2008 were agreed as true records  Proposed by Mr.J.Marney and seconded by Mrs. B. Dawson. Planning minutes signed by Mr. M.Tetlow (Vice Chairman) in the absence of Mrs. J. Perry.

           

3217    CHAIRMAN’S REPORT

            Since our last meeting we have walked the footpaths, we had a record turnout and all          footpaths were found to be in good order.

            A visit to Globe Court had also been carried out and it is a fulfillment of a long programme by all       concerned.

 

3218     HIGHWAY MATTERS

      Speedwatch, posters have been provided, not enough participants as yet.

            Council agreed that this opportunity to monitor the speed of vehicles should not be missed and        would advertise in the Focal Point again and ask the local schools to circulate posters to parents             to help.

            Flooding on Doctors Road – Monitoring of the flooding area on Doctors Rd has continued after         several downpours taking place. It appears that the raised area is causing the water to divide into        two; unfortunately this is then thrown to the roadside where there is no pavement.

            Action to be taken by the Clerk in contacting Highways to report the situation.

 

 3219    EXPENDITURE

            Cheques and Balances were read out by the Clerk and payment was agreed.

            Proposed Mr. D.Ward and seconded Mr. B.Murphy

            Nominal Donation request from Blofield Primary School towards their fund raising for new     swimming pool changing rooms. After discussion Council agreed that a donation of             £100.00 be forwarded. Proposed Mr. D. Ward and seconded Mr. B. Murphy.

           

3220     BLOFIELD COURTHOUSE – ROOF REPAIRS

            Chairman of the Parish Council reported that unfortunately Heritage funding was      unable to assist             us with this major maintenance and therefore we will have to pursue other courses for smaller    grants. Considerable effort has been made by Mr. Bunce, Mr. Tetlow and others in producing     reports and reasons why help is required and the Parish    Council wishes to thank them and the        Management Committee for their efforts.

 

3221     FOCAL POINT

            We have the opportunity to pay for extra printing of the Focal Point Newsletter and arrange delivery to the Blofield Heath end of the Village.

            Delivery schedules are being controlled by the Chairman Mr. Tetlow.

            It was agreed that the Parish Council would donate £30 per month until the end of this year when     it is hoped that advertising will have covered this additional expense incurred by Focal Point. This   was proposed by Mr. D. Ward and seconded Mrs. B. Dawson.

 

3222     CORRESPONDENCE.

            Received for comment.

 

                        Resident’s complaint – regarding height of Churchyard Grass.

            Clerk to acknowledge letter and contact our contractor immediately

 

            Environment Agency.

            Reply received to our letter regarding discharge of secondary treated sewerage effluent by

            J.R.Cozens Wiley Ltd from premises at Manor Farm, Little Plumstead, which  was being     discharged into the Witton Run.

            Clerk to make further urgent enquiries from the Agency.

 

            Broadland District Council –Trees.

            Cutting down of deceased tree from 17a, Yarmouth Road – Parish Council not aware.

            Also Planning Application 20080903 to carry out works to TPO’s trees – 2 Yew Trees.

            Clerk to contact Mr. S.Chesney Beales Planning Officer at Broadland District Council.

 

            Received for information.

 

            Broadland District Council –Invitation to Annual Parish & Town meeting – Ramada                       Hotel – Wednesday 16th July 2008.7.00pm

            Clerk to book two places.

           

            Broadland District Council – Reminder to councillors to complete and return the Members Register of Interest forms to the Clerk.

3223     COUNCILLORS INPUT.

             Blofield & District Climate Awareness – Fun Day – Reported that their Fun Day as a          success. They were able to cover their costs.

 

            Mr. B. Murphy passed over paperwork to the Clerk referring to Church Faculties.

           

           

3224     NEXT MEETING DATE was confirmed as September 9th in Heathlands at 7.30pm

 

            Chairman thanked all for coming and closed the meeting at 9.40pm.
