Minutes of the Annual Meeting of Blofield Parish Council

 held at  Heathlands Community Centre on

Tuesday 13th May 2008  at 7.30pm.

 

3187     PRESENT:       

            Mr. M. Tetlow, Mrs. J. Perry, Mrs. G. Butler, Mrs. B. Dawson, Mrs. P. Wilson, Mrs. S. Larson, Mrs. L.        Copping and Mr. B. Murphy.

 

3188     ELECTION OF CHAIRMAN

            Mrs. G. Butler was elected to take the chair temporarily and ask for nominations for Chairman.

 

Mrs. Dawson proposed and Mr. B. Murphy seconded  and it was agreed unanimously that   Mr.Tetlow be elected as Chairman.

 

Mr. Tetlow then took the Chair and signed the Declaration of Acceptance of Office and thanked the Council for electing him.

 

3189     ELECTION OF VICE-CHAIRMAN

Mr. Tetlow proposed and Mrs. J. Perry seconded and it was agreed unanimously that Mrs. G. Butler            be elected as Vice-Chairman for the coming year.

 

3190.    ACCEPTANCE OF APOLOGIES FOR ABSENCE.

            Apologies received from Mr. D. Ward, Dr. D. Pilch, Mrs.S.Toothill and Mr.J.Marney

 

3191     DECLARATIONS OF INTEREST.

            There were no declarations of interest.

                         Mrs. J. Perry was appointed as Chairperson. Unanimous decision.

            It was agreed that the Council would advertise for a further resident to join this committee.

 

 

            TREE WARDEN

            Mr. B. Murphy accepted the position for another term and it was also agreed that an advertisement would be placed for another to join him.

 

            FOOTPATHS & TOWN PIT.

            Mr. Tetlow was willing to continue carrying out this work

                        All agreed.

3193     PUBLIC PARTICIPATION

            Norfolk County Councillor Chris Mowle gave his report verbally to the Council.

·         Explained Government Grant System and the fact that although it was increased this year by 11m, as we were down last year by 25m, in fact we were still short

·         Highways were 6m down, so be patient with repairs.

·         Norfolk’s Millennium Library had the most visitors in the United Kingdom and  two new libraries have been opened at Poringland and Wymondham

·         We were 3rd highest in the re-cycling list.

Congratulations to Mr. Tetlow on being elected Chairman of the Parish Council.

 

                                   

            NORFOLK CONSTABULARY – P.C.OLDHAM arrives.

            Report given verbally by PCSO8166 Oldham and copy given to Clerk.

            2/ Theft of Motor Vehicle Outside Kings Head.

            3/ Criminal damage – Allans Close.

            4/Criminal damage to motor vehicle – Woodbastwick Rd (Linked with No. 1)

            5/ Theft of bicycle – Blofield Corner Road.

     

3194     EXTERNAL AUDITOR

      After discussion it was unanimously agreed to continue with Mrs. J.Corbitt if she was willing.

                 

3195          CHAIRMANS REPORT

            None.                                                                                                                                       

     

3196     MINUTES OF THE LAST MEETINGS. 

                        Minutes of 19th February also Planning minutes of 26th February and 18th March 2008, having            previously been circulated were agreed as correct and duly signed by the Chairman.

 

3197          MATTERS ARISING.

            Clerk requested removal of this item from future agendas.

            To be replaced with Clerks Report on any items from the previous meeting.

            Council agreed to trial this for three months.

3199     PLANNING COMMITTEE

            None

                                                            

3200.    PARISH PLAN

            It was agreed to invite Mr. Richard Squires (Broadland District Council) to our September  9th meeting to explain about the Parish Plan.

 

3201     BLOFIELD COURTHOUSE – Update

      The Courthouse Management Committee had been unsuccessful in obtaining funding at present. It   was agreed to discuss       this matter at the meeting of 9th September.

           

3202.    CORRESPONDENCE

            Consultation

            Norfolk NHS.Proposal for a new GP-lead Health Centre. Consultation runs to 4th July 2008.

            After much discussion it was decided that it was more appropriate for individuals to reply.

 

            Borough Council of Kings Lynn & West Norfolk. – Invited to comment on their current views.

            No comments

           

            Broadland District Council -  Broadland Green Award 2008.

            Nominations are now open for projects from conservation/wildlife schemes to creative projects that   have enhanced the environment of the Broadland community.

            No comments.

 

            C.P.R.E. Norfolk, Broadland District AGM & Tour of Reepham – May 20th

            Available councillors will notify Clerk.

 

            National Parish Training Partnership - Cllrs training 3rd & 10th June County Hall

            All courses run from 7 – 9pm . Priced at £30 per course.

            This was made available to members.

 

            Norfolk County Association of Parish & Town Councils –Norfolk Planning Conference 2008. Lighting, Design,             Energy – Planning for the Future.

            Date:Thurday 12th June 10am – 3.30pm.

            Venue:  Swaffham Assembly Rooms. Priced at £20 per person.

           

            NCAPTC –Boundary Committee Review – Presentation of Concepts.

            Tuesday May 13th 10 -4pm, The Old Rectory, Crostwick, Nch. Bookings by Friday 9th May.

            Monday May 19th 10 – 4pm, Eco Tech Centre, Swaffham, Booking by 15th May.

           

            NCAPTC – Ask the Auditor – New Auditor appointed for all Norfolk Councils – Mazars.

            Primarily for Clerks and Responsible Finance Officers, but open to all.

            East Tuddenham Village Hall Wednesday June 4th 10 – 12.30.pm

            Clerk will be available for this meeting.

 

            NCAPTC – AGM  20th September -   Resolutions required for debate. Parish member must attend and resolution must be seconded by another Parish Council.

 

            AUDIT COMMISSION MAZARS LLP.    

            Annual return received for the year ending 31st March 2008

 

            BROADLAND DISTRICT COUNCIL

            Annual Parish & Town Council meeting on Wednesday 16th July at Ramada Jarvis Hotel 7.00pm for 7.30pm start.

            This was made available to members.

3203     COUNCILLORS INPUT/QUESTIONS FOR THE NEXT AGENDA.

            An “Autumn Clean up” has been arranged for the premises and volunteers would be greatly appreciated. Anyone with 30mins or more to spare would be very welcome.

            The next Parish Council meeting is to be held in Heathlands Community Centre  at 7.30pm on June 24th.

 

            Chairman thanked all for coming and closed the meeting at 9.25pm.
