3306 OPEN FORUM

Copies circulated to all councillors for January 2008 and are available from the Clerk.
7 recorded crimes only :
1 / 25th Dec: Common assault – Wooodbastwick Road – Detected.
2 / 25th  Dec: Common assault – Woodbastwick Road – Detected.
3 / 6th    Jan:  Criminal damage – Ropes Walk – cracked window.
4&5 / 11th Jan: Burglary other than dwelling – Plantation Road – this relates to 2 burglaries into  companies sited near to Plantation Park.
6 / 18th Jan: Burglary dwelling – Blofield Road – Property under construction
7 / 24th Jan: Criminal damage to Motor vehicle –Ropes Walk – damage to wing mirror.

 On 2nd February 2 reports of criminal damage occurred at the Two Friends P.H.
Trailor was also stolen from Car Park of Blofield Surgery.

A Priority setting/Public Participation meeting had been arranged for the 10th February at Brundall  memorial hall, notification arrived too late for Clerk to be able to notify public.
The subject of advance advertising of meetings was discussed and the problem was being taken back  to the Police Press Officer for investigation as it was an assumption that everybody had access to the  Web sites.

Neighbourhood Watch

New resident (Mrs Northmors)  enquired about a Neighbourhood Watch group, has suggested that she contact Christine Robson based at Sprowston to ask if she could come along to the Parish Plan meeting arranged.

Residents complaint regarding Sunday morning Car parking outside Heathlands Community Centre.
Until Heathlands can improve parking facilities, residents and motorists must be more considerate and  aware.

Parish Plan
Invitations have gone to persons to attend the planned Parish Plan meeting and Mr. Tetlow  distributed advertising posters  to all present. Thanks were given to Mr. Tetlow for excellent work.

3307 MINUTES OF LAST MEETING
Minutes for the meeting of  13th January 2009 were declared a true record (subject to small alterations)
and were duly signed by the Chairman. Proposed Mr. J. Marney.and seconded Mrs. Butler.

3308 MATTERS ARISING/CLERK’S REPORT.
Allotments – received another request to be added to the list.
Confirmation received from Norfolk County Council for larger notice board at the Library.
Reported pothole at Plantation Rd jcwt Woodbastwick Road has been repaired.
Notification of large tree branch fallen of tree at Heathlands Car Park, reported to Authorities.
Parish Plan – Contractors Licence for Ordnance Survey date, signed and returned to Broadland District Council.
Clerk had been informed of a glass recycle bin being placed at the Two Friends P.H. for a trial period, funding to come to the Parish Council.

3309  CHAIRMAN’S REPORT
Apart from preparing posters for the Parish Plan, the Chairman had obtained a map of area outside  “The Rowans” on Yarmouth Road, as ownership of this piece of land has yet to be confirmed.
Also made enquiries about allotments and had been advised to contact Norfolk Property Services, address given to Clerk to follow up.

3310     PLANNING
See Appendix No.1.

3311 CLERKS CONTRACT OF EMPLOYMENT
A meeting had been arranged for February 20th, inconclusive as Job description was not with  paperwork. Further meeting arranged for March 3rd after Planning  Committee meeting.

3312 FOUR WEEKLY MEETINGS.
After discussion it was agreed for meetings to remain at 6 weekly intervals, with the exception of August.


3313 EXPENDITURE
See Appendix 2.
Balances were noted.
Cheques to the value of £251.22 were proposed for payment by Mr. Ward and seconded by Mrs.  Butler.

Historic Building Grant.
. Grant value £6000 has been received from Broadland District Council as assistance with Courthouse  extensive Roof repairs.

Request received from Norwich and West Norfolk Citizens Advice Bureau 2009
After discussion it was agreed that a sum of £50 be forwarded as assistance.
Proposed  Mrs. Toothill and seconded Mr. D. Ward.

Also received a request from Blofield Heath Bowls Club for donation but on this occasion the Council were unable to assist.

3314 CORRESPONDENCE as listed.

      Norfolk Association of Local Councils - Training Courses available :-
Chairman and Engagement – 3rd and 10th March at RGC offices Dereham
Clerks & Councillors – 16th & 23rd March – Mattishall 7pm – 9pm.
Clerks & Councillors – 17th March – Wymondham 10 – 3.30pm
Cllr Mrs. Copping would like to attend the course at Wymondham.

The Cotman Housing Association.
Letter received explaining concerns over “cold calling” on residents at Brewster Court. Plan to make this area a “No cold  calling” zone. Clerk to reply stating Council’s full support and agreement.

Broadland District Council – Various
 a) Request by Broadland District Council for removal and disposal of litter bin from inside Bus  shelter on Woodbastwick Rd.   Cllr. D. Ward will remove this later.

 b) Tree preservation order for trees at The White House received from BDC.

 c) Letter informing Council of Broadland District Council’s intention to remove existing old  sandbags from area and offer opportunity to purchase new variety to keep in store in case of  need.
 Council could find no reason to purchase these.

Resident’s requests
Letters received regarding supply of salt bins by the council.
It was agreed to purchase these in time for installation for winter 2009/10

Nalc – Invitations.
“Green Summit” – Wednesday 11th March –Swaffham Eco-Tech Centre 6 – 8.30pm
      Saturday 14th March – UEA Sportspark 10am – 12.30pm
“Gold Summit”       Saturday 7th March – Fakenham Race Course 10am – 12.30pm
                  Thursday 12th March – Hethel Engineering Centre 7-9.30pm

Councillor’s to contact Clerk if available.

3315 COUNCILLORS INPUT.
 Mrs. Dawson enquired about long awaited Bus Shelter repair on Woodbastwick Road.
 Clerk had been chasing this consistently and was expecting some movement next week.

Mrs. Wilson reported a loose dog and expressed concerns about treatment of customers at
shop in Blofield and also the fact that it was closed when it should have been open.
Parish Council could not help in any of these cases.

Mrs. Copping reported car racing in Globe Court/Lane, to be reported to local constabulary.
Informed that resident’s complaints about the verges should be reported to Orbit Housing.

Mrs. Toothill called for volunteers to assist for the 2 hrs at the Parish Plan meeting and explanation was  given by the Clerk, how expenses would be met.

3316 NEXT MEETING DATE was confirmed as April 7th 2009  in Heathlands at 7.30pm
