Minutes of the Blofield Parish Council meeting held on Tuesday 9th June 2009 in BLOFIELD COURTHOUSE at 7.40p.m.

2. APOLOGIES FOR ABSENCE
Apologies were received and accepted from Mrs.B.Dawson, Mr. Murphy and Dr. D. Pilch.
Apologies were also received from PC.34 Hasthorpe

4. OPEN FORUM
 “Suspend Standing Orders”
 
Norfolk Constabulary report – April 2009
Report received and read to Council by the Clerk as follows:-
5 recorded crimes.
1 / 2nd – Theft of notice board – Rock Church
2/12th – Criminal damage to Vehicle -   Church Road – scratched
3/14th – Theft from Motor vehicle – smashed window and removed SAV.
4/15th – Harassment ,Alarm or Distress.-Yarmouth Road – Altercation by youths knife used to threaten  –  Victim apologized and youths left – no injuries.
5/13th – Criminal Damage – Woodbastwick Road – neighbourly dispute over fencing pulled down in  garden.
 
 “Resume Standing Orders.”

5. MINUTES OF LAST MEETING
Minutes for the meeting of 19th May 2009 were declared a true record and were duly signed by the Chairman. Proposed by Mrs. J. Perry. and seconded Mrs. G. Butler.


6.         CHAIRMAN’S REPORT
Walking the footpaths had been enhanced by the exceptionally good weather. The Kings Head end  had been extremely well attended and both walks produced clear footpaths. Chairman reported that  the last  film in a series of three had been shown at Blofield Courthouse was again a success and very  well attended
 Agendas – There had been some concern about receiving the Agendas in good time before the  meeting. Chairman had contacted the Association and Mrs. Wilson had spoken to BDC, both of  whom gave conflicting answers.
The Clerk explained that there had never been an illegally held Council meeting, because our dates  are published in advance and the issue of Councillors not receiving them in good time did not apply as  indeed if they did not arrive, it would not alter the legality of the meeting. However it was agreed that  good practice would be to be dispatched five days before, including Saturday and Sunday. This the  Clerk will endeavour to adhere to and if anything else is requested for the Agenda, under the powers  delegated to the Clerk this would be added at the meeting.
Council again discussed in brief the pros and cons of monthly meetings and it was agreed to place this  on the September Agenda to maybe take forward for 2010.

7.       NHS ,NORFOLK.
After much discussion regarding this application by Richard Cannon Services for preliminary consent  to be included in the Pharmaceutical list at Blofield Surgery a vote was taken which resulted in majority  decision to support the application.
 
8.      PLANNING
To clarify the confusion regarding the selection of Planning Chairman at our Annual Meeting of the  Parish Council held on 19th May, the position was offered again to the Council.
 Mrs. J. Perry was selected as Chairperson, proposed by Mrs. L. Copping and seconded by Mrs. G.  Butler. Mrs. Perry accepted providing the backing was there in case of absence by the Council  Chairman who agreed.
Meeting  was adjourned at 8.25pm to allow the Planning meeting to take place which was completed  by 8.40pm.
Meeting was then resumed.

9. ST .ANDREW & ST PETER’S CHURCH
Since our last meeting, at which it was agreed to pay for the re-instatement of the Memorials recently  laid down during the Safety Inspection, further details had been forwarded to the Clerk, which were felt  necessary to explain to Council.
 After listening to these being explained, Council re-affirmed to stand by their decision previously taken.

10. EXPENDITURE
Balances were noted.
Cheques to the value of £639.46 were proposed for payment by Mr. Ward and seconded by Mrs.  Larson.
Diagrams & prices for new notice boards at The Post Office, The Street, The Library, North Street and
Heathside Stores, Woodbastwick Road were presented by the RFO and it was agreed to purchase  these subject to a further check on sizes by the Chairman. Colour elected to be green.
It was also agreed that Heathlands could have the old boards for their use.
Request for donation from Norfolk Lowland Search and Rescue was granted. To donate £70 to  purchase a mobile mast for the radio system. Proposed by Mrs. G. Butler and seconded by Mr. D.  Ward.
Norfolk RCC apologised for their annual subscription request being late and it was agreed by Council  to forward fee of £15 for Associate member.

11. AUDIT COMMISSION ANNUAL REPORT FOR YEAR ENDING 31ST MARCH 2009
 Copies were distributed to councillors and figures checked with ledger and bank statement by the   Chairman     .
 Section 2 was read out aloud and agreed by the Council and duly signed by the Chairman to be    presented to our Internal Auditor for the next phase. All AGREED.

12. FOOTPATH FEASIBILITY
It was agreed to consult with Mr. Clements (Head, Blofield School) to see what further could be done.
Request for drop downs were acknowledged and e-mail received asking for the Council to prioritise
and return to Highways – Clerk to circulate list for councillors selection for next meeting.

14. COUNCILLORS INPUT.
There was general concern about the increase in horse riding around the parish.It was suggested that  the Focal Point carry the message of awareness for both riders and pedestrians.
Hedges were again causing a problem around The Grange, Doctor’s Rd area.
Dr. David Pilch suggested that Town Pit needed clearance works carried out and details
 were given to the clerk to contact BTCV .

15. NEXT MEETING DATE was confirmed as June 30th 2009   in Heathlands at 7.30pm
