Minutes of the Blofield Parish Council meeting held on Tuesday 30th June 2009 in HEATHLANDS COMMUNITY CENTRE at  7.30p.m.

2. APOLOGIES FOR ABSENCE
Apologies were received and accepted from Cllr. Mrs.J.Perry, Cllr Mrs. L. Copping and Cllr. Mrs.  S. Toothill                  
Apologies also received from PC.34 Hasthorpe

3.     DECLARATIONS OF INTEREST
To receive declarations of interest both prejudicial and personal referring to items on the Agenda.
There were no declarations.

4. OPEN FORUM
 “Suspend Standing Orders”
Chairman (Claire Norton) of Heathlands Management Committee explained that problems are still hindering the progress of the Village Hall and matters must be brought to a head, sooner than later. Parish Council Chairman stated that as he had received prior correspondence regarding this matter it was his intention to discuss this problem under his report.
Comments were noted and Clerk was requested to also place this subject on our next Agenda.

Norfolk Constabulary report – May 2009
Report received and read to Council by the Clerk as follows:-
4 recorded crimes.
1 / 2nd – Domestic Incident – Rock Church
2/2nd –   Theft of Motor Vehicle -   Millfield Close – Persons unknown have removed badges from 2  vehicles parked on driveway.
3/23rd – Domestic incident
4/27 – 28th – Yarmouth Road – Persons unknown have gained entry into shop by forcing door and once inside stolen change from the till.

Cllr. Mrs. P. Wilson queried why we do not appear to have the police attend our meetings now, even after requesting a reason why.
Clerk explained that there had been a change of Parish Constable to PC 34 Emily Hasthorpe, based at Acle, who had forwarded a e-mail stating that she was currently on leave and would be on holiday at the time of our July meeting. Therefore upon her return she would e-mail reports for both June and July. For urgent matters please contact Sgt Richard Bedder.

 Chairman welcomed our new Norfolk County Councillor Andrew Proctor, who is also a Broadland  District Councillor for the Brundall Ward.
Cllr Proctor introduced himself to the Council and confirmed that he was indeed also Broadland District Councillor for the Brundall Ward, so was aware of the area. Posters would be forwarded for inclusion on our notice boards.
Broadland District Councillor David French reported that he would update members on the dreaded Boundary Committee , they will be publishing their final report on July 15th and we have until September 18th to reply to their proposals.  The Rackheath Eco community was  increasingly looking likely but much would depend on funding for the Northern Distributor Route as good roads were essential to support such a large village community. An action group has been formed at Rackheath but progress is not expected.Cllr French expressed interest in the Parish Plan and offered any help or assistance that might be required.

5. MINUTES OF LAST MEETING
Minutes for the meeting of 19th May 2009 were adjusted to show Mrs. Wilson as absent with apologies received and also item 14, ine 4,amended to read Dr. David Pilch “had” suggested, and were duly signed by the Chairman as a true report.. Proposed by Mrs. J. Perry. and seconded Mrs. G. Butler.

6.         CHAIRMAN’S REPORT
As custodian trustees of the land and therefore buildings upon it, the Parish Council were requested to   support the Management Committee who wished to forward a letter to occupants of the Social Club. Copy to be supplied to Clerk.
Parish Council unanimously agreed that the letter to be forwarded. Clerk was instructed to enquire the  name of an expert in Charity Law.
Possible assistance if required offered by District Councillor David French and Norfolk County Council
Andrew Proctor. Cllr David Ward to forward details of Heathlands Community Centre background to BDC Cllr. David French and NCC Cllr.Andrew Proctor for perusal.

7.       CLERKS REPORT – Matters from previous minutes.
Broken post at Heath Way has been replaced as per request from Broadland District Council.
Item 12 Clerk asked if the priority list for the Drop down kerbs had been agreed so that it could be forwarded to Highways.
After much discussion it was decided that all were equally important and it was requested work start as soon as possible including a route to the Doctors surgery for the disabled. Clerk to reply.

8.       FOOTPATH FEASIBILITY.
Clerk reported that contact had been made with Mr. Colin Rope (Mott MacDonald) who stated that this work had been passed to another section. We would be contacted by them and if we required a visit from them it would possibly be arranged for October or November.

9. PLANNING.
Nothing to report.

10.  TOWN PIT.
Dr. David Pilch agreed to negotiate with Debbie Murray (BTCV) to co-ordinate works and arrange skip as required. Mrs. Butler also would  attend.
Clerk to forward names and contact numbers to Debbie to contact direct and arrange.
Figures of £300 per day had been confirmed.

11. EXPENDITURE
a) Balances were noted.Mrs. Wilson asked for clarification of Section 137, listed on balance sheet.
Clerk explained that it was the “Free resource” which the council could possibly use if there was not another power available.
Cheques to the value of £2409.52 were proposed for payment by Mr. J. Marney and seconded by Mrs. Butler.

b)New Parish Notice boards. Colour confirmed again as green and subject to two opening doors on each board, order to be placed as previously confirmed.

c) Heathlands request for a donation towards another Fire Door was granted at £350.00. Proposed Mr. Telow and seconded Mrs. Butler. Unanimously agreed.





12         CORRESPONDENCE as listed.
Annual reports and Financial Statements had been received for both Reve Educational Foundation and Blofield Reflief-in-Need for the period ending March 31st 2009.

Society of Local Council Clerks. Summer Conference Tuesday 28th July.
No one available to attend at present.

Vitalise donation request.
Not on this occasion.

Blofield Courthouse presented three quotations for decorating work required and Mr. Grand has been requested to carry out this work for the sum of £2590.00.

13. COUNCILLORS INPUT.
Mrs. Dawson reported that the accounts for the Blofield Fuel Charity have been posted to the Clerk.
Clerk to request bramble removal from Mackintosh property on Doctors Road.
Request to Mr. Clements (Blofield School) for a copy of the traffic management Plan.

14. NEXT MEETING DATE was confirmed as September 1st in Blofield Courthouse at 7.30pm
