Minutes of the Blofield Parish Council meeting held on Tuesday 1st September 2009 in THE BLOFIELD COURTHOUSE at  7.30p.m.

2. APOLOGIES FOR ABSENCE
Apologies were received and accepted from, Cllrs Mrs .L..Copping, Mrs. G. Butler, Mrs. S. Larsen                             Mrs. S. Toothill and Dr.D.Pilch. Also absent Mr. D. Ward.                  
Apologies also received from Broadland District Councillor D. French and PC.34 Hasthorpe

3.     DECLARATIONS OF INTEREST
To receive declarations of interest both prejudicial and personal referring to items on the Agenda.
Mr. Tetlow declared a personal interest in Item 7c

4. OPEN FORUM
 “Suspend Standing Orders”
Frogs Hole.Parishioner expressed concern over vehicles parking outside the nearby Garage and blocking vision. They had contacted Highways without any avail suggested Traffic Police.
            Clerk to check situation.

Norfolk Hub – several residents expressed concern over this proposal released to the “press”
 asked “How are we proceeding as there was a suggestion of a link with the A47?”
 Noted for further discussion.

Heathlands Social Club.
 Parish Council to enquire about alleged tribunal,referring to no licences issued for    various functions. Paperwork to be forwarded from Chairperson to Parish Clerk

Norfolk Constabulary report – May 2009
No communication. – Clerk requested to submit a strong letter requesting why no attendance at our meetings.

Broadland District Councillor for Blofield Ward,(Andrew Proctor) gave an overview of the current situation.
The Councils are having to robustly check everything in an attempt to save money.
The Northern Distributor Route is a key factor in future development and funding decision expected by 15th September.
Discussions are still ongoing about the Postwick Business Park and the major works involved.
Facts are that the Infrastructure does not stack up and both Broadland District Council and Norfolk County Council do not support “The Norfolk Hub”.
Joint Core Strategy should be signed off in principle by 24th September 2009.

5. MINUTES OF LAST MEETING
Minutes for the meeting of 30th June 2009 and were agreed and duly signed by the Chairman as a true report.. Proposed by Mrs. P.Wilson and seconded by Mr.M.Tetlow.

6. CLERKS REPORT
E-Mail received from Mr. J. Cotton (Highways), regarding the dropped kerbs.(Circulated)
To bring this back to table on the January Agenda.
Verbal advice received from Norfolk alc regarding legal fees for Heathlands.
Principle query was why were we involved.
Verbal advice received from Nicholas Hancox (Parish Council’s solicitor)
 Council requested that this be put in writing for legal reasons.

7. PLANNING
Broadland District Council –
a) Site Allocation Development Plan Document (DPD) Consultation on new potential development sites    Reg Stage 25
Parish Council replied with no change to other views given at previous consultations.
b) Alterations to DPD Reg.25 stage (Other parishes)
Parish Council replied pointing out disadvantages with going ahead with proposals.
c) Planning Application 20090972 – The Manor House, North Street, Blofield.
   Erection of House, detached Garage   and new Vehicular Access.
Parish Council Decision – Road far too narrow, too heavily used by heavy vehicles and very near a school.
Planning Application 20091049 – The Cottage, 47, Yarmouth Road, Blofield.
Parish Council had no objection to this application.

8.         CHAIRMAN’S REPORT
None.

9. HEATHLANDS COMMUNITY SOCIAL CLUB.
Previously covered in Public Participation.
Regarding Heathlands Community Centre problems with the Social Club, council agreed to approach Solicitors with paperwork.

10.  TOWN PIT.
Dr. David Pilch and Mrs. Glenna Butler have been liaising with BADCOG to arrange the clearance of excess growth from the pond. The project will possible now take three days x £300 instead of the one originally suggested. Skip Hire arranged for the 15/16th September priced at £115 including VAT.

11. ST.ANDREW & ST.PETERS CHURCH.
Memorial Stones have now been erected and it was agreed that Dr. David Pilch be asked to  check the work.

12.  MONTHLY  MEETINGS

13 INTERNAL AUDITORS REPORT 2008/9

14. EXPENDITURE
Cheques to the value of £4873.66 were agreed for payment .Unanimous.
Clerks expenses incomplete so paid £100 on account.
Salt bin request,referred to October meeting.

15. CORRESPONDENCE.
Reve Foundation Trustees request for notices to be  placed on notice boards.

LATE CORRESPONDENCE.
BDC – Street Numbering  - New property adjacent to 115 Yarmouth Rd to be known as 115a.
BDC “Creating and Maintaining Sustainable Communities” Training workshops. Copies with all dates to be supplied to councillors.
East of England Plan consultation 2031 between 2nd September and 24th November, meetings to take place at The Curve, The Forum on 2nd September and Kings Lynn on the 19th October, information to be forwarded later.
Norfolk County Council – PFI Street lighting Contract.
Clerk requested to clarify exact positions.
E-mail received fromEric Clifton, requesting accommodation for four religious persons. Passed to Rev: Cubitt as I have no knowledge of such.
BDC. List of local charities required to enable build up of community capacity.
Clerk replied that she had no up to date knowledge of this information.
The Greenhouse Trail – Sunday 13th September Starts and ends at The Greenhouse, Bethel Street. 10.30am – 4.30pm.
Greenhouse secondhand book sales every Friday & Saturday 10am to 4.30pm.
Norfolk County Council – In reply to requests from residents with “free call time” on their mobiles, NCC have changed to 0344 800 8020 a complete list to be place on the Parish Website.
Acle & Brundall Carers Friendship Group. Revised notices received with request for notice board space. Clerk has placed these on boards.
BDC – “Ideas into Action” Funding Fair, September 30th 10am – 3-00pm at Alysham Town Hall, Market Place, Norfolk.
Booking form with Clerk for anyone interested.
Big Lottery Fund – 24th September – Awards for All programme. Details from Clerk.

16. COUNCILLORS INPUT.
Councillor reported concerns about building works being carried out on condemned property at end of  Blofield  Corner Road . After a robust discussion it was agreed to report this to Broadland District  Council.
Mr & Mrs Dye informed the Council, via a Councillor, of their intention to remove a very old and  insecure seat from the Churchyard. Clerk informed council that as the Churchyard was a “Closed  Churchyard” a faculty (licence) has to be sought before changing the appearance of the area.
. As the Council are also concerned with Health and Safety for all, it was suggested that to lay the pieces  down and allow to decay would satisfy everybody concerned. Councillor to contact Rev: Cubitt.
Mrs. Copping was concerned about the bollards at Globe Lane.
Mrs. Wilson asked where the promised e-mail was from our allocated P.C and recommended that a  strongly worded letter be forwarded to Norfolk Constabulary.
It was reported to Council that the property we had discussed over the matter of Oil Tank being  extremely close to the road, was now up ”For Sale” Clerk to inform BDC.
BDC had  drawn to our attention that a sum of money (in the region of £42.000) had been deposited  with BDC for use as improvements to open space, play or leisure facilities in the Parish. This was a  financial contribution from the Globe Lane Development.
This will be a subject for an agenda in the New Year.
