BLOFIELD PARISH COUNCIL

Chairman welcomed everybody to the meeting and explained that we were moving item 9 to item No 12, owing to confidential matter and that everybody would have ample time to discuss their issues.

2. APOLOGIES FOR ABSENCE
Apologies were received and accepted from, Cllrs Mrs .L.Copping and Dr.D.Pilch.  
Apologies also received from Broadland District Councillor D. French and  Norfolk County Councillor   A.Proctor

3.     DECLARATIONS OF INTEREST
To receive declarations of interest both prejudicial and personal referring to items on the Agenda.
No variations were declared.

4. OPEN FORUM
 “Suspend Standing Orders”

Resident explained about excessive parking owing to football matches at Heathlands. Also hedges needed cutting in the Close  and we have no traffic signs whatever in this end of the village. Could something please be done. Also explained to P.C. Hasthorpe about incorrect parking of Police vehicle. P.C.Hasthorpe took this on board to look into.
Mr. David Murrey explained that he wanted to build four houses behind the Lodge and had brought a drawing along for inspection. Chairman explained that we would have to wait until the plans were officially received.
Mr. David Baker (Renewable Energy) explained who they were and distributed information packs to those present.
Norfolk Constabulary report – May 2009
 Explained that we previously had a P.C.S.O and as we now have a P.C. her role is more    to deal with crimes, therefore regular attendance at Parish meetings cannot take     precedent. Any contact or reports from the Clerk will be attended to. Please take     registration numbers of vehicle and we will take it up.
P.C. Hasthorpe explained about Community Policing and Safer Neighbourhood, if there was  anybody interested please contact Acle Police Station. Advised to ring to see if manned before  attending.
P.C. Hasthorpe read out police report and promised copy for Clerk (copies available if required  from Clerk) and also informed members  of open meetings being held around the area on 24th  & 25th of October on various car parks.
Parish Plan
Good response from Blofield to the questionnaire, collections still taking place. It is  hoped that the volume will keep up.

5. MINUTES OF LAST MEETING Minutes for the meeting of 1st September 2009  were agreed and duly signed by the Chairman as a true report.. Proposed by Mrs. J.Perry and seconded by Mrs. B. Dawson..


6. CLERKS REPORT
Re: 25, West View. Report of light out and finally Circle Anglia has agreed that it is their  responsibility  to repair the lights.

Planning re The Bungalow, Blofield Corner Road, this is being investigated by Lynette Fawkes  in enforcement. No further details at the moment.

 Parking on Yarmouth Road/Frogs Hole junction highways were contacted by resident and Council  received copy  letter. Council contacted Control Room at Wymondham (Ref. 442) and local officers  would  check this out.
Councillor remarked that the situation at this spot is a nightmare and visibility is continually  blocked by “Cars For Sale” notices and car parking. Also the garage is being lived in by an  engineer and this is being monitored by Broadland District Council.

     Norfolk County Council PFI Street lighting contract. The scheme is now being re-drawn as columns may be in different positions. Further contact awaited.

Mrs. Wilson explained about the difference between Charitable Organisations and Charities, will be passed to Parish Plan.

Mrs.Perry remarked on the state of the Blofield Village Sign. To be placed on next Agenda.

7. PLANNING
None.

8.         CHAIRMAN’S REPORT
None.

10 MONTHLY  MEETINGS
After discussion it was agreed that a final list be presented to Council of monthly meeting dates
for final agreement.


11. EXPENDITURE
 To consider and approve cheque payments and balances.
 Cheques to the value of £ 10719.91 were agreed for payment .Proposed Cllr. Marney and    seconded Cllr. Murphy.

 Cllr. Murphy asked about V.A.T on BCTV account. Clerk explained.

 Clerk asked if cheque being held for Mr. Fox be released for payment in view of the     work recently carried out by him. All agreed.

 Clerk asked that the cheques value £190 for Bus shelter cleaning be also agreed for payment    before next meeting. All Agreed.

 Donations were requested by North Walsham & District CAB – not allowed and
 Norfolk Lowland Search & Rescue – Donation of £25 was Proposed by Cllr. Perry and seconded    by Cllr. Larson.

 Salt bins. Referred to next meeting.

12 INTERNAL AUDITORS REPORT 2008/9
Clerk provided page of suggestions by Mrs. Pauline James, which after explanation was agreed to be  taken  into consideration from now.

The meeting was now closed to the General Public as the next item was of a confidential matter.

  9. HEATHLANDS COMMUNITY CENTRE.
The members of the Parish Council were read a letter of advice from the Solicitors and the Clerk confirmed that the Heathlands Management Committee were bringing forward this action which was supported in principle and financially by the Parish Council upon a show of hands.Proposed by Cllr. Marney and seconded by Cllr.Toothill and unanimously agreed by all.

This matter has to be resolved once and for all as it is causing friction among residents. The object is to bring the Social Club back under the control of Heathlands Management Committee, both answerable to Blofield Parish Council.

There was much discussion regarding this issue and questions asked by persons not aware of this ongoing problem, were answered fully.

The Management Committee is requested to ensure that their minutes carry the phrase “confrm the decision to repossess the room currently occupied by the Sports & Social Club for the:-etc
Parish Council agreed to finance this action and Clerk to confirm likewise to both the Management Committee and Solicitors.

All correspondence will be between the Solicitors engaged by the Management Committee  and the Solicitors engaged by the Social Club and there shall be no other interference from outside
sources.

Any information imparted at closed meetings will remain confidential for the moment.

Meeting was re-convened to proceed with remainder of Agenda.

13. CORRESPONDENCE.
Norfolk Association of Local Councils – Training dates available.
Members were informed of a shared training course being held on November 9th. Possibly three members available to attend.

Broadland District Council – Invitation to this years Annual Parish & Town Meeting –Wednesday October 28th – Buffet 6.45 for 7.30pm start.

Confirmation that application from Richard Cannon Services Ltd to be included in the  Pharmaceutical list for Blofield Surgery was not allowed.



14 COUNCILLORS INPUT.
Mrs. Wilson informed members that she was negotiating with the Doctor’s regarding discrimination against pensioners. Will keep us updated.

Mrs. Wilson noticed that vehicles were emerging very slowly from the Leisure Centre and traffic is travelling very fast along the road and vision is not clear. Should we have another warning notice there? Mrs. Perry will check this entrance in the near future.

Mrs. Dawson enquired about trusses that had been seen going into the Lodge entrance. Chairman replied that he thought they were for the Old Doctors surgery repair.

 Mr. Murphy reported that he had received reports from some residents that Council had not advertised  the proposals for land owners offering their land for use by developers.
Councillors and Clerk stated that these had gone onto the notice board and had been discussed at  Council.
“The Norfolk Hub” was not known to council until the press report and although it has been played  down, it is still on the table for future development.

Mr. Murphy had seen on the Wherry Housing Site the sale of property which had been of interest to the  Parish  Council in a Planning Application. They will be monitored.

Allotment update – Allotment Association Lawyers state that we do have to provide and information is  being  forwarded to us. Clerk asked that this be e-mailed to her for future use.
